CITY OF NORTH OLMSTED RESOLUTION NO. 2019 - 88 By: Mayor Kennedy A RESOLUTION AUTHORIZING AND DIRECTING THE DIRECTOR OF PLANNING AND DEVELOPMENT TO MAKE APPLICATION ON BEHALF OF THE CITY OF NORTH OLMSTED FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR THE FISCAL YEAR 2020 FOR THE NORTH OLMSTED COMMUNITY PARK WALKING PATH PROJECT, FURTHER AUTHORIZING THE MAYOR TO ACCEPT THE GRANT IF AWARDED AND TO EXECUTE A CONTRACT WITH CUYAHOGA COUNTY, AND DECLARING AN EMERGENCY. WHEREAS, this Council has determined that the City of North Olmsted qualifies for the 2020 Cuyahoga County Municipal Grant Program, a competitive grant program that awards projects meeting a community development need related to the health or welfare of the community; and WHEREAS, the Department of Planning and Development proposes to apply for funds to construct a walking path at the North Olmsted Community Park; and WHEREAS, the maximum grant award is $150,000.00; and WHEREAS, it is accordingly the desire of this Council to authorize the Director of Planning and Development to make application for said CDBG funding for said project and to authorize the Mayor to accept the grant if awarded. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That this Council does hereby authorize the Director of Planning and Development to prepare, sign and submit an application for Community Development Block Grant funds for fiscal year 2020 on behalf of the City of North Olmsted for the North Olmsted Community Park Walking Path and further authorizes the Mayor to accept the grant and execute a contract and any and all other necessary papers, if a grant is awarded. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare, and for the further reason it is necessary that this legislation go into effect immediately in order that the City may make a timely application for Community Development Block Grant funds on or before December 6, 2019, and further, provided it receives the affirmative vote of two-thirds of all members of the Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
