all employees of the Division within the salaty ranges established by City Cou"eil, to the <br />extent that sueh eompensfition is not otherwise established by e9atraet, or federal, state or <br />loeft"Aw. <br />167.06 DIVISION OF BUILDING. <br />There is hereby established a Division of Building within the Department of Human <br />Resources. The Division of Building shall be headed by a Building Commissioner who shall <br />be responsible for its organization and supervision. The Building Commissioner shall be <br />appointed by and be answerable to the Director of Human Resources. The qualifications <br />for the Building Commissioner shall be those as established in rules and regulations <br />enacted and amended from time to time by the State of Ohio, Board of Building Standards, <br />as they relate to certification of local Building Departments and Building Officials. <br />(a) Duties. The Duties of the Building Commissioner shall include the <br />supervision of all personnel of the Division of Building, the issuance of all building permits, <br />and the enforcement of all building and zoning regulations. The Director of Human <br />Resources and Development may from time to time require the Building Commissioner to <br />perform additional duties consistent with the position. <br />(b) Employees. The staffing of the Division of Building is hereby established and <br />is reflected in the organizational chart for the Department of Human Resources contained <br />in Section 167.99(c), which, as it pertains to this Division only, is incorporated herein as if <br />fully rewritten. The Mayor shall establish the compensation of all employees of the <br />Division within the salary ranges established by City Council, to the extent that such <br />compensation is not otherwise established by contract, or federal, state or local law. <br />167.08 PETTY CASH FUND. <br />There is hereby created a petty cash fund within the Department of Human Resources <br />with a maximum amount of one hundred dollars ($100.00), and the expenditures out of that fund <br />shall be properly receipted. The Director of Human Resources or his designee shall supply <br />receipts to the Director of Finance, who in turn, will replenish the amount depleted from the <br />petty cash fund, upon being satisfied that the receipts are in proper order. The expenditures out <br />of the fund will be for sustaining emergency indigent clients and for no other purpose. <br />167.99 COMPOSITION AND ORGANIZATION OF THE DEPARTMENT OF HUMAN <br />RESOURCES <br />The positions set forth herein shall constitute the staff and organization of the Department <br />of Hurnan Resources, together with all divisions there under.
