retention, expansion and location of businesses, offices and industries in the City in a well planned manner consistent with the current Charter of the City and in conformity with the goals and objectives of the City's Master Plan. (3) The Director of Planning and Development shall be the head of the Division of Building and the Division of Engineering. 179.03 ADMINISTRATIVE SECRETARY. There is hereby created the position of Administrative Secretary, which shall be appointed by and be answerable to the Director of Planning and Development. The Administrative Secretary shall perform the duties as required and directed by the Director of Planning and Development. 179.04 ECONOMIC DEVELOPMENT MANAGER. There is hereby created the position of Economic Development Manager, which shall be appointed by and be answerable to the Director of Planning and Development. The duties of the Economic Development Manager shall include but not be limited to assisting the Director of Planning and Development in developing, administering and implementing planning and economic development programs and projects to enhance the economic sustainability of the City. The Economic Development Manager may perform other duties as assigned by the Director or the Mayor. 179.05 PLANNER. There is hereby created the position of Planner, which shall be appointed by and be answerable to the Director of Planning and Development. The Planner shall have a minimum of a Bachelor Degree in City Planning, Urban Studies or related field. The duties of the Planner shall include but not be limited to assisting the Director in the administration and implementation of plans and programs for the orderly development of the city, reviewing public and private development plans, and advising boards and commissions on planning matters as necessary. The Planner may perform other duties as assigned by the Director. 179.06 DIVISION OF BUILDING. There is hereby established a Division of Building within the Department of Planning and Development. The Division of Building shall be headed by a Building Commissioner who shall be responsible for its organization and supervision. The Building Commissioner shall be appointed by and be answerable to the Director of Planning and Development. The qualifications for the Building Commissioner shall be those as established in rules and regulations enacted and amended from time to time by the State of Ohio, Board of Building Standards, as they relate to certification of local Building Departments and Building Officials. (a) Duties. The Duties of the Building Commissioner shall include the supervision of all personnel of the Division of Building, the issuance of all building permits, and the enforcement of all building and zoning regulations. The Director of Planning and Development may from time to time require the Building Commissioner to perform additional duties consistent with the position. (b) Employees. The staffing of the Division of Building is hereby established and is reflected in the organizational chart for the Department of Planning and Development contained in Section 179.99(b), which, as it pertains to this Division only, is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Division within the salary ranges established by City Council, to the extent that such compensation is not otherwise established by contract, or federal, state or local law. 179.07 DIVISION OF ENGINEERING.
