retention, expansion and location of businesses, offices and industries in <br />the City in a well planned manner consistent with the current Charter of <br />the City and in conformity with the goals and objectives of the City's <br />Master Plan. <br />(3) The Director of Planning and Development shall be the head of the <br />Division of Building and the Division of Engineering. <br />179.03 ADMINISTRATIVE SECRETARY. <br />There is hereby created the position of Administrative Secretary, which shall be <br />appointed by and be answerable to the Director of Planning and Development. The <br />Administrative Secretary shall perform the duties as required and directed by the Director of <br />Planning and Development. <br />179.04 ECONOMIC DEVELOPMENT MANAGER. <br />There is hereby created the position of Economic Development Manager, which shall be <br />appointed by and be answerable to the Director of Planning and Development. The duties of the <br />Economic Development Manager shall include but not be limited to assisting the Director of <br />Planning and Development in developing, administering and implementing planning and <br />economic development programs and projects to enhance the economic sustainability of the City. <br />The Economic Development Manager may perform other duties as assigned by the Director or <br />the Mayor. <br />179.05 PLANNER. <br />There is hereby created the position of Planner, which shall be appointed by and be <br />answerable to the Director of Planning and Development. The Planner shall have a minimum of <br />a Bachelor Degree in City Planning, Urban Studies or related field. The duties of the Planner <br />shall include but not be limited to assisting the Director in the administration and implementation <br />of plans and programs for the orderly development of the city, reviewing public and private <br />development plans, and advising boards and commissions on planning matters as necessary. The <br />Planner may perform other duties as assigned by the Director. <br />179.06 DIVISION OF BUILDING. <br />There is hereby established a Division of Building within the Department of Planning and <br />Development. The Division of Building shall be headed by a Building Commissioner who shall <br />be responsible for its organization and supervision. The Building Commissioner shall be <br />appointed by and be answerable to the Director of Planning and Development. The <br />qualifications for the Building Commissioner shall be those as established in rules and <br />regulations enacted and amended from time to time by the State of Ohio, Board of Building <br />Standards, as they relate to certification of local Building Departments and Building Officials. <br />(a) Duties. The Duties of the Building Commissioner shall include the supervision <br />of all personnel of the Division of Building, the issuance of all building permits, <br />and the enforcement of all building and zoning regulations. The Director of <br />Planning and Development may from time to time require the Building <br />Commissioner to perform additional duties consistent with the position. <br />(b) Employees. The staffing of the Division of Building is hereby established and is <br />reflected in the organizational chart for the Department of Planning and <br />Development contained in Section 179.99(b), which, as it pertains to this Division <br />only, is incorporated herein as if fully rewritten. The Mayor shall establish the <br />compensation of all employees of the Division within the salary ranges <br />established by City Council, to the extent that such compensation is not otherwise <br />established by contract, or federal, state or local law. <br />179.07 DIVISION OF ENGINEERING. <br />There is hereby established a Division of Engineering within the Department of Planning <br />and Development.
