Council Minutes of 11-19-2019 <br />replaced between Lorain Road and Duane Road along with road resurfacing. <br />Cleveland Water would have awarded $658,063 for this project. <br />Director of Law Gareau: <br />• The opioid prescription litigation pending in the Northern District of Ohio is <br />proceeding. <br />• This past week the owners of BIW properties, which own Aloft and Burntwood, <br />notified us that some of their assets were transferring to a separate entity. It is <br />going to be the same principals, just a different entity. They are a signatory to a <br />community reinvestment area abatement agreement. In this agreement they are <br />required to get the City's consent to transfer. The Department of Law has <br />reviewed the deed, the assignment, the original CRA and proposed documents of <br />consent and find them to be in good order. The department is advising the Mayor <br />he may proceed with that approval. I wanted to let Council know since Council <br />authorized the original agreement. <br />Director of Finance Copfer: <br />• The Administration has been busy working on the 2020 budget and hope to have <br />it to Council prior to Thanksgiving. <br />Councilwoman Hemann Vice Chairwoman of the Recreation, Public Parks & Buildings <br />Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, November 12, <br />2019 at 7:00 p.m. Present were committee members Kearney, Hemann and Brossard; <br />Council members Glassburn, Limpert, Schumann and Williamson; Council President <br />Jones; Mayor Kennedy, Director of Finance Copfer, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber, Recreation Commissioner <br />Drenski, Assistant Recreation Commissioner Wetmore, from Bowen was Mr. Emling, <br />Ms. Wolf and Mr. McCann, while from Temptest was Mr. Kaminski and Mr. Damon, <br />also attending were Councilman elect Kelly and guests. <br />• The meeting was a follow-up from previously passed Resolution 2019-68. A <br />presentation was provided by Bowen and Temptest and was an assessment of the <br />condition of the ice rink overall. Originally, it was thought the roof was bad, but <br />that's not exactly the case. Bowen addressed the roof and stated it is in good <br />repair. The issue causing the damage to the insulation and roof interior is actually <br />being caused by the deteriorating exterior fascia. There is a gap that is allowing <br />air flow to enter the rink and other things inside the rink are causing the ceiling on <br />the interior to be damaged. The next portion of concern is the existing 1998 <br />dehumidification unit. The unit is essentially too large and causes too much <br />outside air to be ventilated at a rate of 100%. The unit is in good condition and it <br />is recommended to be reconditioned for a significant savings instead of <br />replacement. The reconditioned unit should meet a 20 year life expectancy. <br />Another issue is the existing air handling unit. It is not necessary and it is <br />proposed to be disconnected. Essentially it pushes air around inside the rink and <br />creates a rain cloud, which is also playing a role in the interior damage to the <br />ceiling and insulation.
