CITY OF NORTH OLMSTED RESOLUTION NO. 2019 - 109 BY: Mayor Kennedy A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH TTX ELECTRONICS TO PROVIDE INFRASTRUCTURE UPGRADES TO THE CITY TELEPHONE SYSTEM, AS APPROVED BY THE BOARD OF CONTROL, AND DECLARING AN EMERGENCY. WHEREAS, on May 16, 2017, this Council, via Ordinance 2017-39 authorized the Mayor to solicit Statements of Qualifications from individuals skilled in telecommunications requirements; and WHEREAS, Hartman and Associates was selected in the S.O.Q. process and commenced an analysis of existing hardware and infrastructure at City Hall; and WHEREAS, determining that the hardware and infrastructure of the telephone system was too outdated to save (30 + years), Hartman and Associates established minimum criteria that would meet the communications needs of the City in the near and distant future; and WHEREAS, Hartman and Associates advertised minimum criteria to vendors with the purpose of engaging in a design -build process; WHEREAS, six (6) vendors responded to the request for proposals. Three (3) vendors were chosen to move on to the selection committee. Each proposal was evaluated and scored by a committee consisting of three (3) individuals, using a total of 99 data points, under 8 general categories, as criteria; and WHEREAS, the Committee -recommended vendor was TTX Electronics, with a proposal in the amount of $163,086.29; and WHEREAS, the Board of Control approved the recommendation of TTX Electronics at a Board of Control meeting on May 28, 2019; and WHEREAS, this Council approved funding and appropriated funds for the Telephone System upgrade project via Ord. 2018-11 on February 20, 2018; and WHEREAS, the City administration, after careful consideration, is now prepared to proceed with the Telephone System upgrade. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
