CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2019 - 115 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE <br />TO SOLICIT QUOTES FOR THE A WARD OF A CONTRACT TO PROVIDE <br />CONSTRUCTION SERVICES FOR THE SPRINGVALE DREDGING <br />PROJECT, AND A UTHORIZING THE MA YOR, FOLLOWING APPROVAL <br />OF THE BOARD OF CONTROL, TO CONTRACT FOR THE SAME WITH <br />THE LOWEST AND BEST CONTRACTOR, AND DECLARING AN <br />EMERGENCY, AS AMENDED. <br />WHEREAS, the Director of Public Service proposes to perform routine maintenance and <br />dredging of the drainage pond at Springvale Golf Course; and <br />WHEREAS, the excavation and construction costs for sediment reduction (dredging) <br />were estimated below Fifty Thousand Dollars ($50,000.00) and a contract for same is not <br />legally required by the City Charter to be competitively bid; and <br />WHEREAS, time is of the essence so that the dredging activities are scheduled to be <br />done prior to and in preparation for typical spring rain and to avoid conflict with Golf Course <br />operations; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Public Service to <br />solicit quotes from reputable contractors for the award of a contract to perform sediment <br />reduction (dredge) the Springvale Golf Course drainage pond, as set forth in specifications on file <br />with the City Engineer, and to further authorize the Mayor, following approval by the Board of <br />Control, to enter into a contract with the lowest and best contractor. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Service is hereby authorized to solicit quotes <br />for a contract to perform sediment reduction (dredge) of the pond at the Springvale Golf Course, <br />in accordance with the plans and specifications on file with the Engineering Department; and <br />further that, upon approval by the Board of Control, the Mayor be and is hereby authorized to <br />enter into such a contract and execute same on behalf of the City of North Olmsted with the <br />lowest and best contractor. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately so that work can <br />be completed during the proper weather conditions and further provided it receives the <br />
