CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 22 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE MA YOR TO PURCHASE ONE (1) <br />USED FORD TRANSIT VAN THROUGH THE STATE PURCHASE <br />PROGRAM, AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE <br />ALL PURCHASE A GREEMENTS, AND DECLARING AN EMERGENCY. <br />WHEREAS, the North Olmsted Police Department requests authorization to replace its <br />crime scene/command post vehicle due to its age and condition, upon the recommendation of the <br />fleet manager, and propose to purchase one (1) used Ford Transit 250 Van, from Valley Ford at a <br />price of $32,950, and paid for from the STOP Fund; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to purchase one (1) <br />used Ford Transit 250 Van, together with related police equipment, through the State Purchase <br />Program, as a permitted exception to the competitive bidding procedure that otherwise would be <br />required for such expenditures, and to further authorize the Mayor to execute any documents <br />required for such expenditure, including, subject to approval of the Board of Control, if <br />necessary, a contract with the lowest and best vendor selected among State qualified vendors. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to purchase through the <br />State Purchasing Program, which was established by R.C. Section 125.04, and which the City is <br />authorized to participate in pursuant to the City Charter and Resolution No. 87-6, one (1) used <br />Ford Transit 250 Van, and related police equipment for these vehicles, all of which is described <br />in the specifications on file in the Police Department. If necessary to effectuate any such purchase <br />through the State Purchasing Program, the Mayor is hereby authorized to execute any contract <br />and/or other necessary documents required by the authorized vendor(s), the State of Ohio, or the <br />Charter. Any contract executed by the Mayor shall be in a form and substance consistent with <br />the provisions of this Resolution and be approved by the Director of Law. <br />SECTION 2: That the purchase of and financing for said vehicles shall be through the <br />STOP Fund. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately to meet the <br />manufacturer's deadline and insure availability during the order period so that Police Department <br />vehicles that are nearing the end of their useful lives can be replaced immediately for the safety <br />of the community, and further provided it receives the affirmative vote of two-thirds of all <br />
