CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 28 <br />BY: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT <br />WITH PRADCO AND PERSONNEL SELECTION SERVICES FOR <br />THE PURPOSE OF PROVIDING TESTING SERVICES TO THE <br />CIVIL SERVICE COMMISSION, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Civil Service Commission, together with the Department of Human <br />Resources, administers both entry level and competitive promotional testing for Police and <br />Fire; and <br />WHEREAS, the Civil Service Commission solicited proposals from and interviewed <br />multiple testing service agencies in 2016 and recommended that the City of North Olmsted <br />enter into contracts with Pradco and Personnel Selection Services; and <br />WHEREAS, the Commission and Human Resources have been satisfied with the <br />professional services provided by Pradco and Personnel Selection Services; and <br />WHEREAS, the expected annual fees are estimated at $25,500.00 (Pradco) and <br />$8,250.00 (Personnel Selection Services) based upon the projected number of tests and the <br />number of candidates; and <br />WHEREAS, Section 112.10(b) of the Administrative Code provides that as an <br />exception to the RFP process, the City, upon approval of the Council, need not conduct a <br />formal RFP if the services sought are of a continuing nature; and <br />WHEREAS, it is accordingly the desire of this Council, in light of the continuing <br />professional relationship, as well as the unique or specialized nature of the knowledge <br />possessed by Pradco and Personnel Selection Services, to authorize the Mayor to enter into an <br />agreement with same for the purpose of providing professional services as described. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with by reason of the continuing professional <br />relationship between the City of North Olmsted and Pradco and Personnel Selection Services, <br />and the Mayor be and he hereby is authorized to enter into an Agreement for professional <br />services to be provided by said testing agencies. The Agreements shall be in form and <br />substance substantially similar to prior Agreements, with only such changes to be hereinafter <br />made in said contract as are not substantially adverse to the City and which are approved by <br />the Director of Law. The character of any such changes as not being substantially adverse to <br />the City shall be evidenced conclusively by the execution of the Agreement by the Mayor and <br />the approval of the Agreement by the Director of Law. <br />
