CITY OF NORTH OLMSTED RESOLUTION NO. 2020 - 28 BY: Mayor Kennedy A RESOLUTION DISPENSING WITH THE RFP PROCESS AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH PRADCO AND PERSONNEL SELECTION SERVICES FOR THE PURPOSE OF PROVIDING TESTING SERVICES TO THE CIVIL SERVICE COMMISSION, AND DECLARING AN EMERGENCY. WHEREAS, the Civil Service Commission, together with the Department of Human Resources, administers both entry level and competitive promotional testing for Police and Fire; and WHEREAS, the Civil Service Commission solicited proposals from and interviewed multiple testing service agencies in 2016 and recommended that the City of North Olmsted enter into contracts with Pradco and Personnel Selection Services; and WHEREAS, the Commission and Human Resources have been satisfied with the professional services provided by Pradco and Personnel Selection Services; and WHEREAS, the expected annual fees are estimated at $25,500.00 (Pradco) and $8,250.00 (Personnel Selection Services) based upon the projected number of tests and the number of candidates; and WHEREAS, Section 112.10(b) of the Administrative Code provides that as an exception to the RFP process, the City, upon approval of the Council, need not conduct a formal RFP if the services sought are of a continuing nature; and WHEREAS, it is accordingly the desire of this Council, in light of the continuing professional relationship, as well as the unique or specialized nature of the knowledge possessed by Pradco and Personnel Selection Services, to authorize the Mayor to enter into an agreement with same for the purpose of providing professional services as described. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the formal RFP process required by Chapter 112 of the Administrative Code is hereby dispensed with by reason of the continuing professional relationship between the City of North Olmsted and Pradco and Personnel Selection Services, and the Mayor be and he hereby is authorized to enter into an Agreement for professional services to be provided by said testing agencies. The Agreements shall be in form and substance substantially similar to prior Agreements, with only such changes to be hereinafter made in said contract as are not substantially adverse to the City and which are approved by the Director of Law. The character of any such changes as not being substantially adverse to the City shall be evidenced conclusively by the execution of the Agreement by the Mayor and the approval of the Agreement by the Director of Law.
