CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2020 - 35 <br />By: Councilwoman Williamson; Co -Sponsor: Council Members Glassburn & Schumann <br />AN ORDINANCE AUTHORIZING THE DIVISION OF POLICE TO <br />ESTABLISH AND MAINTAIN A VOLUNTARY DATABASE OF <br />PRIVATELY OWNED EXTERIOR RECORDING DEVICES TO BE USED <br />IN THE INVESTIGATION OF CRIMES AND THE APPREHENSION OF <br />SUSPECTED CRIMINALS, AND DECLARING AN EMERGENCY. <br />WHEREAS, due to decreasing cost and market competition, privately owned security <br />surveillance devices are proliferating in the community, and specifically within residential <br />neighborhoods; and <br />WHEREAS, nationally, surveillance devices such as the "Ring Doorbell" have been used <br />in the investigation of abductions, assaults and lesser crimes such as theft from vehicles; and <br />WHEREAS, the Chief of Police believes that a voluntary database of camera owners <br />could offer the police an additional, vital tool, in criminal investigations and the apprehension of <br />criminal suspects; and <br />WHEREAS, the proposed voluntary program and database will be comprised of persons <br />willing to voluntarily share, upon request, video or still images from a recording device located at <br />their home; and <br />WHEREAS, the Division of Police will not have access to private images or recordings <br />without the express consent of the owner of such recordings or images; and <br />WHEREAS, it is the desire of this Council to authorize the Division of Police to establish <br />a voluntary database identifying the location and owners of exterior recording devices who wish <br />to share, upon request, images captured on those devices for the purpose of assisting in law <br />enforcement. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STA TE OF OHIO: <br />SECTION 1: The Division of Police is hereby authorized to establish a voluntary <br />database identifying the location and owners of exterior video recording devices who wish to <br />share, upon request, images captured on those devices for the purpose of assisting in law <br />enforcement. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Ordinance go into effect immediately in order to <br />expeditiously create an important tool in the apprehension of criminal suspects and aid in the <br />deterrence of additional criminal activity; and further provided it receives the affirmative vote of <br />
