SECTION 2. This Council affirms that the funds so received from the CARES Act and <br />Ohio Senate Bill No. 310, may be expended only to cover costs of the City of North Olmsted <br />consistent with the requirements of Section 5001 of the CARES Act, as described in 42 U.S.C. 601 <br />(d) and any applicable regulations that: <br />I. Are necessary expenditures incurred due to the public health emergency with respect <br />to the Coronavirus Disease 2019 (COVID-19); and <br />2. Were not accounted for in the budget most recently approved as of March 27, 2020 <br />(the date of enactment of the CARES Act); and <br />3. Were incurred during the period that begins on March 1, 2020 and ends on <br />December 30, 2020. <br />SECTION 3. In compliance with Ohio Senate Bill 310, the Director of Finance shall take <br />all necessary action to: <br />On or before October 15, 2020, pay any unencumbered balance of money in the City <br />of North Olmsted Local Coronavirus Relief Fund to the County Treasurer; and <br />2. On or before December 28, 2020, pay the balance of any money in the City of <br />North Olmsted Local Coronavirus Relief Fund to the State Treasury in the manner <br />prescribed by the Director of the Ohio Office of Budget and Management; and <br />3. Provide any information related to any payments received under Senate Bill No. 310 <br />to the Director of the Ohio Office of Budget and Management as requested. <br />SECTION 4. The funds shall be placed into and expended out of the Local Coronavirus <br />Relief Fund. <br />SECTION 5. This Council finds and determines that all formal actions of this Council <br />concerning and relating to the adoption of this Ordinance were taken in an open meeting of this <br />Council and that all deliberations of the Council and of any of its Committees comprised of a <br />majority of the members of the Council that resulted in those formal actions were in meetings open <br />to the public, in compliance with the law. <br />SECTION 6. This Ordinance is declared to be an emergency measure immediately <br />necessary for the public peace, health, and safety of the Municipality and for the further reason that <br />it is necessary in order to be eligible to receive funds, to accept such funds and to conserve public <br />funds; wherefore, this Ordinance shall be in full force and effect from and immediately after its <br />passage by Council and approval by the Mayor. <br />PASSED: �� P( 16 , First Reading:-- Imo?
