CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2020 — 65 <br />BY: Mayor Kennedy <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION OFAN <br />AMENDMENT TO THE ELECTORS OF THE CITY OF NORTH <br />OLMSTED TO ARTICLE VII, SECTION 3 OF THE CHARTER <br />OF THE CITY OF NORTH OLMSTED FOR THE PURPOSE OF <br />ELIMINATING THE PARKS AND RECREATION <br />COMMISSION AND REASSIGINING THE DUTIES OF THE <br />COMMISSION TO THE ADMINISTRATIVE STAFF, AND <br />DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, the City Charter in 1971 created the Parks and Recreation Commission; and <br />WHEREAS, the six (6) members of the Parks and Recreation Commission are tasked in the <br />City Charter with duties that include, but are not limited to, the following: <br />(a) Developing and approving all recreation programs under the control of the City of North <br />Olmsted; and <br />(b) Preparing and recommending to Council all budgets for the Division of Parks and <br />Recreation; and <br />(c) Approving, for implementation, all City park maintenance, capital improvements and <br />development projects within the budgets approved by Council; and <br />(d) Establishing employment policy for the Division of Parks and Recreation; and <br />WHEREAS, the duties originally tasked to the Parks and Recreation Commission are, in <br />2020, more reasonably undertaken by the professional, full-time, staff of the City as opposed to <br />resident volunteers of the Parks and Recreation Commission. This includes: (1) The Recreation <br />Commissioner (undertaking section (a) above); (2) the Director of Finance and Recreation <br />Commissioner (see section (b) above); (3) the City Council and Director of Public Service (see <br />section (c) above); and (4) the Director of Human Resources (see section (d) above); and <br />WHEREAS, it is the desire of this Council to submit to the voters of the City of North <br />Olmsted a proposal to amend Article VII, Section 3 of the Charter of the City of North Olmsted so as <br />to eliminate the Parks and Recreation Commission; and <br />WHEREAS, this proposal was reviewed and recommended by the Charter Review <br />
