Recreation Commission shall terminate forthwith. A vacancy occurring during the term of any <br />member of the Parks and Recreation Commission shall be filled for the remainder of the <br />unexpired term in the manner authorized for the original appointment. The terms of the members <br />of the present Recreation Commission shall expire at the end of the organizational meeting of the <br />Parks and Recreation Commission in January 1971. The powers and duties of the Parks and <br />Recreation Commission shall be: <br />(a) Develop and approve all recreation programs under the control of the City of North Olmsted. <br />(b) Prepare and recommend to Council all budgets for the Division of Parks and Recreation. <br />(c) Approve, for implementation, all City park maintenance, capital improvements and <br />development projects within the budgets approved by Council. <br />(d) Establish employment policy for the Division of Parks and Recreation. <br />(e) Such other duties as may be provided by ordinance of Council. <br />SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the <br />electors voting thereon, then the said amendment to Article VII, Section 3 of the Charter shall be <br />effective upon certification of such affirmative vote following the election on November 3, 2020. <br />SECTION 3. If the foregoing proposal receives the affirmative vote of a majority of the <br />electors voting thereon, then those duties previously allocated to the Recreation Commission shall be <br />assumed by the Administrative staff of the City of North Olmsted as delegated by the Mayor. <br />SECTION 4: It is the desire of the Council that the ballot for said question shall be in <br />substantially the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Article VII, Section 3 of the Charter of the City of North <br />Olmsted be amended to reallocate the responsibilities of abolish the <br />Parks and Recreation Commission, thereby efi-tfing the re <br />allaeation of its fespensibilifies ffom veltinteer-s� to the full time staff <br />of the of the City of North Olmsted, and thereby abolish the Parks <br />and Recreation Commission and its required duties for volunteers? <br />3 <br />
