CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 72 <br />By: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MA YOR TO ENTER INTO A CONTRACT WITH <br />JOHN PATRICK PICARD ARCHITECT, INC. FOR THE PURPOSE OF <br />PROVIDING ARCHITECTURAL SER VICES FOR THE NORTH OLMSTED <br />CITY HALL PUBLIC HEALTH IMPROVEMENTS PROJECT, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the administration proposes capital improvements to North Olmsted City Hall <br />for the purpose of ensuring public health and safety for employees and visitors to the building. <br />Improvements may include but not be limited to health -focused updates to the main lobby, <br />restroom and break facilities and other points of public access; and <br />WHEREAS, John Patrick Picard Architect is uniquely qualified to provide the required <br />architectural services in a timely manner based upon his expertise in accessibility, retrofitting of <br />existing buildings and public facilities. He is intimately familiar with the city process as well as <br />the building and property itself having been involved with several construction projects including <br />the recent HVAC upgrade; and <br />WHEREAS, it is the desire of Council to authorize the Director of Planning and Community <br />Development to dispense with the RFP process outlined in Chapter 112 of the North Olmsted <br />Codified Ordinances in order to expedite design services and building specifications from John <br />Patrick Picard Architect, Inc., based on his expertise and familiarity with city facilities. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the Administrative <br />Code is hereby dispensed with by reason of the continuing professional relationship between the <br />City of North Olmsted and John Patrick Picard Architect, Inc., and the Mayor be and he hereby is <br />authorized to enter into an Agreement to provide professional architectural services for the <br />purposes of public health improvements to the city administration building, including but not <br />limited to the lobby, restrooms, break room, and points of entry. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that deadlines are imposed by the State funding source allowed by SB 310, and <br />further provided it receives the affirmative vote of two-thirds of all members of Council, it shall <br />take effect and be in force immediately upon its passage and approval by the Mayor. <br />PASSED: <br />First Reading: <br />Second Reading: �ZS�2sZ� <br />Third Reading: <br />Committee: PwVIA 1. �;i,�,� I ,Si�i t ► ����, <br />
