CITY OF NORTH OLMSTED ORDINANCE NO. 2020 — 73 By: Mayor Kennedy AN ORDINANCE AUTHORIZING THE MAYOR TO AD VER TISE FOR BIDS FOR THE AWARD OF A CONTRACT TO PROVIDE CONSTRUCTION SERVICES FOR THE NORTH OLMSTED CITY HALL PUBLIC HEALTH IMPROVEMENTS PROJECT, AS DETAILED IN THE SPECIFICATIONS ON FILE IN THE DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT, AND AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO CONTRACT FOR THE SAME WITH THE LOWEST AND BEST BIDDER. WHEREAS, 2020-63 is an Ordinance approving and authorizing the acceptance of coronavirus relief funding under the Coronavirus Aid, Relief and Economic Security (CARES) Act and Ohio Senate Bill No. 310, affirming the expenditure of said funds by the City consistent with the CARES Act; and WHEREAS, the administration proposes capital improvements to North Olmsted City Hall for the purpose of ensuring public health and safety for employees and visitors to the building. Improvements may include but not be limited to health -focused updates to the main lobby, restroom and break facilities and other points of public access; and WHEREAS, it is the desire of this Council to authorize the Director of Planning and Community Development to advertise for bids for construction services from reputable contractors for the award of a contract to perform City Hall public health improvements, as set forth in specifications on file with the Department of Planning & Community Development, and to further authorize the Mayor, following approval by the Board of Control, to enter into a contract with the lowest and best contractor. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STA TE OF OHIO: SECTION 1. That the Director of Planning and Community Development be and she is hereby authorized to advertise for bids for the award of a contract to provide construction services to improve facilities in accordance with public health requirements at City Hall, as detailed in the specifications to be on file in the Department of Planning and Community Development, and that further, the Mayor, following approval by the Board of Control, if necessary, is hereby authorized to execute a contract on behalf of the City with the lowest and best bidder. SECTION 2. This Council affirms that the funds so received and expended from the CARES Act and Ohio Senate Bill No. 310, may be expended only to cover costs of the City of North Olmsted consistent with the requirements of Section 5001 of the CARES Act, as described in 42 U.S.C. 601 (d) and any applicable regulations that: 1. Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); and
