Council Minutes oP5-05-2020 <br />quickly. Each and every resident has been satisfied so thank you to our employees Nvho <br />continue to work and provide our services. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, public Parks & Buildings Committee met on Tuesday, May 5, 2020 at <br />7:00 p.m. virtually on GoToMeeting. present were committee members Kelly. Hemann <br />and Brossard; Council members Glassburn, l,impert, Schumann and Williamson; Council <br />President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Planning & Community Development Lieber, Recreation <br />Commission Drensk.i and guests. <br />• The committee met to discuss two grants the City was recently awarded. Council <br />had concerns about the city expending funds on the Commniunity Park walking <br />path and the Butternut Ridge pocket park at this time because of budget <br />uncertainty due to COVID-19. The administration presented a new proposal with <br />reduced costs for these two prgjects. After a lengthy discussion and questions the <br />committee decided to reconvene to discuss further next Tuesday. <br />AUDIENCE PARTICIPATION <br />Jon Jarc <br />6357 Stafford Drive <br />Mr. Jarc said he is a 12 year resident and President of the Homeowners Association at <br />Bretton Ridge. He said several residents of the association, including himself, are <br />interested in adjusting the Codified Ordinances of the City to loosen the rules regarding <br />chickens. Given some of the food shortages now and desire for sustainability, there is <br />interest in the community to raise chickens for eggs and potentially meat. He said the <br />City Code does not allow a coop within 200 feet of another structure, which makes it <br />impossible for anyone in his neighborhood to raise chickens due to lot size. He proposed <br />to keep most of the provisions regarding no roosters, ducks, etc., but to look at changing <br />some of the zoning provisions. Mr. Jarc proposed changing the 200 feet to 50 feet, which <br />would allow people to raise a small amount of chickens, but keep it away from other <br />residents property. <br />Councilwoman Hemamr recommended in the interim that Mr. Jarc look at some local <br />farms. She mentioned one that participates in the Frostville Farmer's Market. She said <br />companies like this can help with the shortages of food at this time. <br />Councilman Schumann asked Mr. Jarc to reach out to him during the week to talk. lie <br />said perhaps there is a way to turn this into legislation and move it forward. <br />LEGISLATION <br />Ordinance 2020-53 was introduced and placed on first reading by Mayor Kennedy.
