CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 81 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MA YOR TO ENTER INTO A LEASE <br />AGREEMENT AND TO SUBSEQUENTLY PURCHASE VIA THE STATE <br />PURCHASE PROGRAM WITH MTECH COMPANY, A FORD E-450 CCTV <br />TRUCK, AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE <br />ALL DOCUMENTS NECESSARY TO EFFECTUATE SUCH LEASE AND <br />PURCHASE VIA THE STATE PURCHASE PROGRAM, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the Director of Public Service recommends that the City acquire a second <br />CCTV vehicle to assist the City in detecting and addressing conditions that contribute to <br />disruptions in the sanitary sewer collection system; and <br />WHEREAS, the current CCTV vehicle has been retained and is being used in the <br />investigation and mitigation of storm water flooding conditions throughout the storm water <br />collection system; and <br />WHEREAS, the vehicle, a Ford E450 - LAMPII MPT W/ SPR2/0ZII, CCTV truck will <br />be leased for a period of approximately six (6) months, whereupon it will be purchased in 2021 <br />as part of the Wastewater Treatment Plant's five (5) year plan; and <br />WHEREAS, the 90% of the rental price paid ($12,000.00 / month) during the rental <br />period shall be applied to the final purchase price, which price shall be the price pursuant to the <br />2021 State Purchase Program price; and <br />WHEREAS, it is the desire of this Council to authorize the Mayor to lease the aforesaid <br />vehicle and to purchase said vehicle pursuant to the State Purchase Program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into a lease <br />agreement with Mtech Company for a Ford E450 - LAMPII MPT W/ SPR2/0ZII, CCTV truck <br />for a period of six (6) months. The lease agreement will provide for an option to purchase the <br />vehicle with 90% of the lease payment amounts being applied to the then, 2021 State Purchase <br />Program price. .See Exhibit A, Lease Agreement, attached hereto. <br />SECTION 2: That the Mayor be and he is hereby authorized to purchase through the <br />State Purchasing Program, which was established by R.C. Section 125.04, and which the City is <br />authorized to participate in pursuant to the City Charter and Resolution No. 87-6, one (1) Ford <br />E450 - LAMPII MPT W/ SPR2/0ZII, CCTV truck and related equipment for this vehicle, all of <br />
