C. <br />3. Emergency Selection Process <br />The LPA may directly select a consultant for a project determined by the Director <br />of Transportation to be an emergency which will not permit the time necessary to <br />conduct a competitive selection process. Contract costs shall be negotiated in <br />accordance with Chapter 3, Section 3.9 of ODOT's Consultant Contract <br />Administration. <br />4. Small Purchase Selection Process <br />The LPA may directly select consultants without solicitation for projects with an <br />estimated total fee of less than $50,000. The scope of work, project phases, and <br />contract requirements shall not be broken down into smaller components merely <br />to permit the use of fee exempt procedures. The following requirements apply: <br />a. The qualifications of a minimum of three consultants must be reviewed <br />prior to selection. The consultants considered for selection and the <br />reasons for selecting the most qualified consultant shall be documented. <br />In instances where two or fewer consultants are considered qualified, the <br />LPA may proceed with evaluation and selection if it is determined that the <br />project requirements did not contain conditions or requirements that <br />arbitrarily limited competition. The reasons for proceeding with the <br />selection shall be documented. <br />b. The full amount of any contract modification that would cause the total <br />contract amount to exceed $50,000 is ineligible for Federal -aid funding. <br />The FHWA may withdraw all Federal -aid from a contract if Federal funds <br />are used in modifying an agreement above the $50,000 simplified <br />acquisition threshold. <br />C. Contract costs shall be negotiated in accordance with Chapter 3, Section <br />3.9 of ODOT's Consultant Contract Administration. <br />5. Special Expertise Selection Process <br />The LPA may directly select consultants for projects for which the service is <br />available only from a single source. Contract costs shall be negotiated in <br />accordance with Chapter 3, Section 3.9 of ODOT's Consultant Contract <br />Administration. <br />Selection Procedures — Programmatic Selection Process <br />Letter of Interest Content <br />Requests for Letters of Interest (RFLol) shall include the following: <br />a. Project name from Ellis (County -Route -Section); <br />b.
