o. The contract type and payment method(s) anticipated to contract for the <br />solicited services. Refer to Chapter 4 of ODOT's Consultant Contract <br />Administration for detailed explanations of contract types and payment <br />methods. <br />P. Estimated date of authorization. <br />q. Time period in which the work must be completed. <br />Instructionsfor submitting a letter of interest including content and required <br />format. The information requested should be consistent with the rating <br />criteria. <br />S. Required content of the letter of interest (RFLol) including; <br />(1) The firm's general qualifications. <br />(2) Proposed key staff including key subconsultant staff and project <br />approach. <br />(3) A listing of subconsultants including project responsibility. <br />(4) Whether resumes of key staff members must be submitted. <br />(5) Other information needed to make an informed selection decision. <br />2. Evaluation Process <br />a. Initially evaluate all firms for compliance with the following requirements, <br />advise Districts of the firms that must be eliminated from further <br />consideration and the reason for elimination: <br />(1) Compliance with general Lot requirements, current negligence <br />issues, and ongoing performance issues identified through CES, <br />overall low CES rating, insufficient staff, excessive workload, or <br />any other significant issues relative to a firm's performance. <br />(2) Inclusion on the list of firms suspended or debarred by the Federal <br />Government. <br />(3) For projects noted as having DBE Goals, ODOT will determine <br />whether the consultant made a good faith effort to meet the goal <br />in accordance with 49 CFR 26.53 and Appendix A to Part 26.The <br />letter of interest must show that the consultant has made good <br />faith efforts to meet the goal. Good faith efforts may include: (1) <br />Documentation that the consultant has obtained enough DBE or <br />EDGE (Encouraging Diversity, Growth and Equity) participation to <br />meet the goal; or (2) Documentation that it made adequate good <br />faith efforts, as defined in 49 CFR 26.53, to meet the goal, even <br />though it did not succeed in obtaining enough DBE/EDGE <br />participation to do so. Consultants that do not show good faith <br />efforts to meet the Goal will not be eligible for selection. <br />b.
