CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 93 <br />BY: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE CITY ENGINEER TO <br />SOLICIT STATEMENTS OF QUALIFICATIONS ("S.O.Q.') <br />FROM QUALIFIED PROFESSIONAL ENGINEERS TO <br />PROVIDE ENGINEERING SERVICES FOR THE SOUTH <br />INTERCEPT EQUALIZATION TANK PROJECT, AND <br />FURTHER AUTHORIZING THE MAYOR, FOLLOWING <br />APPROVAL BY THE BOARD OF CONTROL, TO ENTER <br />INTO A CONTRACT WITH THE FIRM SELECTED IN THE <br />REQUEST FOR QUALIFICATIONS "("R.F.Q. ") PROCESS, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted seeks Statements of Qualifications (S.O.Q.$) <br />from qualified firms to provide professional engineering services for the South Interceptor <br />Equalization Tank Project; and <br />WHEREAS, the project will add storage volume to the South Interceptor system to <br />regulate flow to the Waste Water Treatment Plant during heavy rain events; and <br />WHEREAS, the additional storage will assist in alleviating conditions within the sanitary <br />sewer collection system that result in basement flooding during rain events; and <br />WHEREAS, it is the desire of this Council to authorize the City Engineer to solicit <br />Statements of Qualifications from qualified individuals / firms to provide engineering services and <br />to further authorize the Mayor to enter into a contract with said firm / individual after approval by <br />the Board of Control. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the City Engineer be, and he hereby is, authorized to seek S.O.Q.s from <br />qualified firms to provide professional engineering services for the South Interceptor Equalization <br />Tank Project. <br />SECTION 2: That the Mayor, following approval by the Board of Control, be, and he <br />hereby is, authorized to enter into a contract with the firm / individual selected in the R.F.Q. <br />process. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, and welfare, and for the <br />further reason that sanitary system flooding in the affected area of North Olmsted along the south <br />interceptor line requires urgent action to preserve property values and mitigate loss of personal <br />property due to flooding; and further provided that it receives the affirmative vote of two-thirds of <br />all members of Council, it shall take effect and be in force immediately upon its passage and <br />approval by the Mayor. <br />
