CITY OF NORTH OLMSTED RESOLUTION NO. 2020 - 93 BY: Mayor Kennedy A RESOLUTION AUTHORIZING THE CITY ENGINEER TO SOLICIT STATEMENTS OF QUALIFICATIONS ("S.O.Q.') FROM QUALIFIED PROFESSIONAL ENGINEERS TO PROVIDE ENGINEERING SERVICES FOR THE SOUTH INTERCEPT EQUALIZATION TANK PROJECT, AND FURTHER AUTHORIZING THE MAYOR, FOLLOWING APPROVAL BY THE BOARD OF CONTROL, TO ENTER INTO A CONTRACT WITH THE FIRM SELECTED IN THE REQUEST FOR QUALIFICATIONS "("R.F.Q. ") PROCESS, AND DECLARING AN EMERGENCY. WHEREAS, the City of North Olmsted seeks Statements of Qualifications (S.O.Q.$) from qualified firms to provide professional engineering services for the South Interceptor Equalization Tank Project; and WHEREAS, the project will add storage volume to the South Interceptor system to regulate flow to the Waste Water Treatment Plant during heavy rain events; and WHEREAS, the additional storage will assist in alleviating conditions within the sanitary sewer collection system that result in basement flooding during rain events; and WHEREAS, it is the desire of this Council to authorize the City Engineer to solicit Statements of Qualifications from qualified individuals / firms to provide engineering services and to further authorize the Mayor to enter into a contract with said firm / individual after approval by the Board of Control. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That the City Engineer be, and he hereby is, authorized to seek S.O.Q.s from qualified firms to provide professional engineering services for the South Interceptor Equalization Tank Project. SECTION 2: That the Mayor, following approval by the Board of Control, be, and he hereby is, authorized to enter into a contract with the firm / individual selected in the R.F.Q. process. SECTION 3: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare, and for the further reason that sanitary system flooding in the affected area of North Olmsted along the south interceptor line requires urgent action to preserve property values and mitigate loss of personal property due to flooding; and further provided that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
