CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 120 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PLANNING AND <br />COMMUNITY DEVELOPMENT TO MAKE APPLICA TION ON BEHALF OF <br />THE CITY OF NORTH OLMSTED FOR COMMUNITY DEVELOPMENT <br />BLOCK GRANT (CDBG) FUNDS FOR THE FISCAL YEAR 2021 FOR THE <br />ELMROAD REHABILITA TIONPROJECT; FURTHERA UTHORIZING THE <br />MAYOR TO ACCEPT GRANT FUNDS, IF AWARDED, AND TO EXECUTE <br />CONTRACT WITH CUYAHOGA COUNTYIFREQUIRED; AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the City of North Olmsted is eligible to apply for grant funding administered by <br />the Cuyahoga County Municipal Grant Program, which awards projects on a competitive basis upon <br />review of community development needs related to health and welfare; and <br />WHEREAS, based on grant requirements and analysis of improvement target areas, the <br />administration requests authorization to apply for funding to rehabilitate Elm Road for projects to be <br />funded in 2021. The maximum grant award is $150,000.00 and the initial estimated cost is <br />$300,000.00; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning and <br />Community Development to apply for such funding and, if granted, to further authorize the Mayor to <br />execute a contract required to accept such funding. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION l: That the Director of Planning and Community Development be and she is <br />hereby authorized to apply for grant funding from the Cuyahoga County Municipal Grant Program, <br />including Community Development Block Grant (CDBG) funding, so that the City of North Olmsted <br />may obtain funding for the Elm Road Rehabilitation Project. <br />SECTION 2: That the Mayor be, and he hereby is, authorized to accept the said funding, if <br />awarded, on behalf of the City of North Olmsted and to execute a contract with Cuyahoga County, if <br />required. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the further <br />reason that it is necessary that this legislation go into effect immediately in order to meet the <br />application deadline of December 11, 2020; and further provided that it receives the affirmative vote <br />of two-thirds of all members of Council, it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor. <br />
