CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2020 - 156 <br />BY: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE FORMAL RFP PROCESS <br />AND A UTHORIZING THE MA YOR TO ENTER INTO AN AGREEMENT <br />WITH PERSONNEL SELECTION SERVICES TO PROVIDE ENTRY <br />LEVEL AND WRITTEN PROMOTIONAL TESTING SERVICES PRE- <br />EMPLOYMENT TESTING AND POLICE AND FIRE PROMOTIONAL <br />TESTING SERVICES, AND DECLARING AN EMERGENCY. <br />WHEREAS, Personnel Selection Services has been utilized by the City for three (3) <br />years for entry level testing and written promotional examination testing; and <br />WHEREAS, Human Resources has been satisfied with the quality of the professional <br />services provided and believes that an extension of that relationship is warranted; and <br />WHEREAS, Section 112.10(b) of the Administrative Code provides, as an exception to <br />the RFP process, that the City may, upon approval of the Council, dispense with a formal RFP if <br />the services sought are of a continuing nature; and <br />WHEREAS, it is the desire of this Council, based upon the recommendation of the <br />Director of Human Resources, to authorize the Mayor to enter into an agreement with Personnel <br />Selection Services to continue to provide such administrative services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO: <br />SECTION 1: That the Mayor be, on behalf of the City of North Olmsted, and he is <br />hereby authorized to enter into an Agreement with Personnel Selection Services to provide pre- <br />employment testing services and promotional assessments in police and fire. Said Agreement <br />shall be in the form and substance of the proposal attached to this legislation as Exhibit A, with <br />such changes in form and substance that are not substantially adverse to the City and which are <br />approved by the Director of Law. The character of the agreement as not being substantially <br />adverse to the City shall be evidenced conclusively by the execution of the agreement by the <br />Mayor and the approval of the contract by the Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the <br />further reason that it is necessary to have in place an agreement to provide entry level testing and <br />promotional testing services in 2021; and further provided that it receives the affirmative vote of <br />two-thirds of all members of Council, it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor. <br />PASSED:-„,,,” <br />First Reading: <br />Second Reading: 1 S- ZvZ <br />Third Reading: - 19 -71r� <br />Committee: P.M. -e <br />
