Council Minutes of 1-19-2021 <br />Motion carried. Resolution 2021-9 adopted 7-0. <br />Resolution 2021-10 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to purchase a "Combination Jet/Vacuum Machine" and <br />equipment, at a final cost of $465,000.00 from Jack Doheny Company, all through the <br />State Purchase Program; and further authorizing the Mayor to execute all documents <br />necessary to effectuate such purchase. <br />Resolution 2021-11 was introduced and placed on first reading by Councilwoman <br />Hemann on behalf of herself, Councilman Glassburn, Council President Jones, <br />Councilman Kelly and Councilwoman Williamson. A Resolution establishing a program <br />for financial assistance for small businesses in the City of North Olmsted, and declaring <br />an emergency. Councilwoman Hemann moved to suspend the rules requiring three <br />readings as this was discussed in Caucus this evening and reported out earlier during <br />committee reports. This is something that businesses need very much in regard to the <br />public welfare and financial assistance, as well as offering them assistance during the <br />pandemic for public safety. The motion was seconded by Councilman Glassburn and <br />failed 4-3. <br />Roll Call: <br />Yes: Hemann, Glassburn, Kelly, Williamson <br />No: Schumann, Brossard, Limpert <br />Motion failed 4-3 due to lack of a two-thirds majority. <br />Councilman Glassburn voted yes with comment. Numerous communities in Cuyahoga <br />County, as well as northeast Ohio have already introduced, vetted, collected applications <br />and made awards for programs like 2021-11. We have chosen to emulate the successful <br />Avon Lake program, but there are many others. We have seen businesses in North <br />Olmsted go under every week. Now is the time to act, as fast as we can, to help <br />businesses thrive this spring and into the summer. <br />Councilman Schumann voted no with comment. It sounded to me like both the Mayor <br />and the Finance Director had additional questions that I didn't really hear answers to and <br />I would really prefer we work all of those out before we vote on this. I'd love to have a <br />committee meeting about it. Thank you. <br />Councilman Brossard voted no with comment. My no vote is strictly related to the <br />request for suspension and not the merits of the proposal. And just based on our <br />discussion during Caucus, I agree that it appears that several people still have questions <br />about the details of the program. Thank you. <br />MISCELLANEOUS BUSINESS <br />Councilwoman Williamson scheduled a Building, Zoning & Development meeting for <br />Tuesday, January 26, 2021 at 7:00 p.m. to discuss Ordinances 2020-77 and 2020-145. <br />The Director of Human Resources and the Building Commissioner are ask to attend. <br />t <br />
