Council Minutes of 1-5-2021 <br />Services in the amount of $2,400.00 to be used by the Oxcart Pantry, and declaring an <br />emergency. <br />Ordinance 2021-2 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Director of Human Resources to request proposals from <br />qualified individuals to provide nuisance abatement services for 2021; and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into an <br />agreement with the individual selected in the RFP process, and declaring an emergency. <br />Resolution 2021-3 was introduced and placed on first reading by Councilwoman <br />Hemann. A Resolution establishing the "Temporary Indoor Dining Program" and <br />declaring an emergency. Councilwoman Hemann moved to suspend the rules requiring <br />three readings and formal committee review as it was discussed in Caucus this evening. <br />While we received an e-mail at 4:00 p.m. from our Building Commissioner discussing <br />Resolution 2021-3, Assistant Director of Law O'Malley assured Council although the <br />Building Commissioner commented there was nothing in 2021-3 contrary to the Ohio <br />Business Code. This has been in the work since June and I do believe that we are in a <br />crisis situation with our businesses in the City of North Olmsted, in particular our <br />restaurants. This is a matter of public safety due to the indoor dining restrictions in place <br />due to the COVID 19 pandemic. It is also a matter of public welfare and being able to <br />assist our local businesses, to not only stay in business, but to maintain their revenue and <br />offer gainful employment to those that are in their employment. The motion was <br />seconded by Councilman Glassburn and passed unanimously. <br />Roll Call: <br />Yes: Hemann, Glassburn, Schumann, Kelly, Williamson, Brossard <br />No: None <br />Motion carried. <br />Councilman Glassburn voted yes with comment. To briefly paraphrase a wiser person <br />than me. When your neighbor's house is on fire, you don't argue about the cost of the <br />garden hose and you don't yell the cost of the garden hose into the flames. You just give <br />the garden hose to your neighbor. I encourage a yes vote. <br />Councilman Brossard voted yes with comment. As I clearly stated during Caucus, I <br />absolutely support helping North Olmsted restaurants and I also commended Ms. <br />Hemann for authoring the Resolution, which is why I take exception to her dramatic <br />insinuation that I don't want to help North Olmsted businesses. She couldn't be more <br />wrong. I do support the Resolution, I simply thought we should vet the Resolution within <br />the standard normal committee process. Primarily, because Ms. Hemann asked us to <br />quote unquote disregard our Building Commissioner's concerns. My vote is yes. <br />Councilwoman Hemann moved for adoption. The motion was seconded by Councilman <br />Glassburn and passed unanimously. <br />Roll Call: <br />Yes: Hemann, Glassburn, Williamson, Brossard, Kelly, Schumann <br />No: None <br />3 <br />
