CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2019 - 102 <br />BY: Mayor Kennedy <br />1 ��I �„1 I� (vnC I\Jc� <br />on 1 I Z <br />6 -- 2 <br />AN ORDINANCE AMENDING ADMINISTRATIVE CODE SECTION 131.05 <br />OF THE CODIFIED ORDINANCES OF THE CITY OF NORTH OLMSTED <br />TO GRANT THE MAYOR CONTRACTING AUTHORITY IN AN AMOUNT <br />NOT TO EXCEED TWENTY-FIVE THOUSAND DOLLARS. <br />WHEREAS, the current contacting authority of the Mayor as established by City Council <br />is $5,000.00 and was established in 2005; and <br />WHEREAS, the City Administration officials are conscientious of, and good stewards <br />for, the value of taxpayer dollars and the prudent expenditure thereof, and <br />WHEREAS, the current $5,000.00 threshold often creates a time consuming process of <br />Council authorization that does little to create a better result in the contracting process and <br />sometimes needlessly delays the efficient providing of services; and <br />WHEREAS, it is the desire of this Council to amend Administrative Code Section 131.05 <br />of the Codified Ordinances of the City of North Olmsted to increase the Mayor's contracting <br />authority. <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That Section 131.05, which currently reads as follows: <br />131.05 MAYOR'S CONTRACT AUTHORITY. <br />(a) The Mayor may execute any contract to which the City is a party without <br />obtaining authorization of Council if all of the following conditions exist: <br />(1) The contract does not involve an expenditure of City funds in excess of <br />five thousand dollars; <br />(2) The Director of Finance certifies, if an expenditure of funds is involved, <br />that, pursuant to Ohio R.C. 5705.41, sufficient funds have been lawfully <br />appropriated and are available for such expenditure; and <br />(3) The Mayor requests and obtains a written opinion from the Director of <br />Law that the contract is in proper form and substance. <br />(b) The Mayor, subject to review and approval by the Directors of Finance and Law, <br />may also execute the following: <br />(1) Credit applications and enter into credit contracts with City vendors <br />approved through either the City purchase order process or the City <br />contracting process; <br />
