Council Minutes of 3-02-2021
Resolution 2021-17 introduced by Mayor Kennedy was given its second reading. A
Resolution authorizing the Mayor to enter into a one year contract with Procare Services -
Stryker in order to provide maintenance and repair services for LifePak Heart Monitors
used by the North Olmsted Fire Department.
Resolution 2021-19 was introduced and placed on first reading by Mayor Kennedy. A
Resolution Dispensing with the RFP Process and authorizing the Mayor to enter into an
agreement for additional services from Records Imaging Service, Inc., for the purpose of
scanning and indexing records for the Mayor's Court.
Resolution 2021-20 was introduced and placed on first reading by Mayor Kennedy. A
Resolution authorizing the Mayor to enter into an agreement with the Cuyahoga County
Juvenile Court to participate in the Court's Community Diversion Program to hear status,
misdemeanor, or felony offense complaints that occur in the City of North Olmsted or
have been committed elsewhere and result in complaints against juvenile residents of the
City of North Olmsted, and declaring an emergency. Councilman Brossard moved to
suspend the rules requiring three readings and committee review as this was thoroughly
discussed this evening in Caucus and is definitely an issue of timing. The motion was
seconded by Councilwoman Williamson and passed unanimously.
Roll Call:
Yes: Brossard, Williamson, Glassburn, Limpert, Schumann, Hemann, Kelly
No: None
Motion carried.
Councilwoman Williamson voted yes with comment. I would hope the next contract
cycle we will get this timely and we won't have to do this on suspension again.
Councilman Glassburn voted yes with comment. A key tenant of our judicial system is
equal treatment under the law. If this is going to in the future be a habitual problem of
people not being able to get service in the beginning of the year, we need to consider an
alternative way of addressing that service.
Councilwoman Hemann voted yes with comment. Things need to be reported to Council.
I would hope going forward if we do have to work without a contract, it's comforting to
know that the services are being provided, but however, new participants cannot come
into the program. And hopefully we will go and actually look for those contracts, or look
for our own other solutions, and those things would be appropriately brought to Council's
attention.
Councilman Brossard moved for adoption. The motion was seconded by Councilwoman
Williamson and passed unanimously.
Roll Call:
Yes: Brossard, Williamson, Kelly, Schumann, Hemann, Limpert, Glassburn
No: None
Motion carried. Resolution 2021-20 adopted 7-0.
5
