CITY OF NORTH OLMSTED RESOLUTION NO. 2021 - 29 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE MAYOR TO PURCHASE A "V65 STREET SWEEPER" FOR A COST OF $269,525.00 FROM MTECH COMPANY, THROUGH THE STATE PURCHASE PROGRAM, AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE SUCH PURCHASE, AND DECLARING AN EMERGENCY. WHEREAS, the North Olmsted Service Department desires to acquire a "V65 Street Sweeper" truck and related equipment for the purpose of cleaning streets; and WHEREAS, the Mayor recommends that the City of North Olmsted immediately acquire this equipment at a cost of Two Hundred Sixty -Nine Thousand, Five Hundred and Twenty-five Dollars ($269,525.00), from MTech company, local dealer for Johnston North America, as qualified by and through the State Purchasing Program; and WHEREAS, it is the desire of this Council to authorize the Mayor to purchase said vehicle, through the State Purchase Program, as a permitted exception to the competitive bidding procedure that otherwise would be required for such expenditures, and to further authorize the Mayor to execute any documents required for such expenditure. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to purchase through the State Purchasing Program, which was established by R.C. Section 125.04, and which the City is authorized to participate in pursuant to the City Charter and Resolution No. 87-6, one (1) new "V65 Street Sweeper" and related equipment for this vehicle from MTech Company (Johnston North America) at a cost of $269,525.00, all as further described in the specifications on file in the Service Department and as set forth in Exhibit A. To effectuate any such purchase through the State Purchasing Program, the Mayor is hereby authorized to execute any contract and/or other necessary documents required by the authorized vendor(s), the State of Ohio, or the Charter. Any contract executed by the Mayor shall be in a form and substance consistent with the provisions of this Resolution and approved by the Director of Law. See Exhibit A, Quote for Vehicle, attached. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that immediate authorization will expedite delivery for operation this season; and further provided that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
