Council Minutes of 3-16-2021 <br />asking that we keep the position, which may be more important now than ever, fully <br />funded. Thank you. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, March 9, 2021 at 7:01 <br />p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; <br />Mayor Kennedy, Director of Law Gareau and guests. <br />• Discussed was Resolution 2021-19. A Resolution dispensing with the RFP <br />Process and authorizing the Mayor to enter into an agreement for additional <br />services from Records Imaging Service, Inc., for the purpose of scanning and <br />indexing records for the Mayor's Court. The Mayor indicated the contract costs <br />$4,000 annually. The committee voted 3-0 to recommend to Council. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, March 9, 2021 at 7:15 <br />p.m. Present were committee members Glassburn, Schumann and Hemann; Council <br />members Brossard, Kelly, Limpert and Williamson; Mayor Kennedy, Director of Human <br />Resources Gallo, Director of Law Gareau City Engineer DiFranco, Waste Water <br />Treatment Plant Superintendent Blum, Chief of Police Wagner and guests. <br />• Discussed was Ordinance 2021-21 An Ordinance creating new Section 109.09 <br />entitled "Electronic Meetings" of Chapter 109 of the Codified Ordinances of the <br />City of North Olmsted entitled, "Public Meetings" in order to establish procedures <br />for the use of the electronic meeting format for public meetings of municipal <br />bodies. Councilman Glassburn introduced the legislation, while Councilwoman <br />Hemann indicated her support for members being present on video during the <br />meeting. There was a question directed to Director Gareau as to whether it was <br />going to be required for electronic meetings to be voted on at an in person <br />meeting prior. Director Gareau indicated it is how the Charter amendment passed <br />and would apply to all meetings. Councilman Glassburn asked if the code would <br />apply to simulcasts such as on FaceBook or YouTube. The answer was no. There <br />was some discussion about if a member is disconnected or their microphone stops <br />working what procedures would take place. Director Gareau indicated it would be <br />required to verbally recognize votes in any format we adopt.
