CITY OF NORTH OLMSTED RESOLUTION NO. 2021 - 39 By: Mayor Kennedy; Council President Jones; Councilmembers Brossard, Glassburn, Hemann, Kelly and Williamson A RESOLUTION ESTABLISHING A POLICY TO ALLOW FOR TEMPORARY PLACES OF BUSINESS IN THE CITY OF NORTH OLMSTED, AND DECLARING AN EMERGENCY. WHEREAS, due to the COVID-19 pandemic, some commercial property owners are considering creative ways to attract new business and manage economic impacts; and WHEREAS, to provide flexibility and afford opportunity for commercial property owners, the City desires to allow temporary places of business to be established outside of existing buildings on commercial properties; and WHEREAS, the administration has prepared guidelines to permit temporary places of business, subject to zoning review and approval, on a time-limited basis; and WHEREAS, it is the desire of this Council to accept the policy for Temporary Places of Business, effective May 19, 2021 through December 31, 2021. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Temporary Places of Business policy, as set forth in Exhibit A, is hereby incorporated as though re -written herein and, further, is hereby adopted as a policy in the City of North Olmsted. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it will assist North Olmsted business owners address the ongoing pandemic impacts; and further provided that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
