CITY OF NORTH OLMSTED RESOLUTION NO. 2021 - 44 By: Mayor Kennedy A RESOLUTION AUTHORIZING THE CHIEF OF POLICE ON BEHALF OF THE CITY TO APPLY TO THE U.S. DEPARTMENT OF JUSTICE (DOJ) OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS) FOR GRANT FUNDING PURSUANT TO ITS 2021 HIRING PROGRAM, FURTHER AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENT TO ACCEPT SAID GRANT FUNDS, AND DECLARING AN EMERGENCY. WHEREAS, the United State Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) is accepting grant funding applications from qualified law enforcement agencies for its 2021 Hiring Program; WHEREAS, if awarded, the COPS funding may support a maximum of $125,000.00 in salary assistance per COPS officer during three years of the five-year program, subject to 25% in matching funds contributed by the City; and WHEREAS, it is the desire of this Council to authorize the Chief of Police to apply, on behalf of the City, to the DOJ for a COPS 2021 Hiring Program. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That the Chief of Police is hereby authorized to apply to the DOJ for grant funding pursuant to the COPS 2021 Hiring Program. SECTION 2: That the Mayor be, and he hereby is, authorized to accept grant funding, on behalf of the City of North Olmsted, as may be awarded by the DOJ pursuant to the COPS 2021 Hiring Program, including the City's commitment of local matching funds of 25%, and further authorizing the Mayor to execute any program agreements, if required, to effectuate the City's receipt of the COPS grant. SECTION 3: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this legislation go into effect immediately because of the grant application deadline (June 15, 2021); and further provided that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
