2021 COPS Hiring Program <br />3 <br />experienced a catastrophic event will be required to submit <br />an attachment documenting the event or incident as part <br />of their application. Additional consideration will also be <br />provided to agencies in states with certain anti—human <br />trafficking laws that treat minors engaged in commercial <br />sex as victims (referred to as "safe harbor" laws) or permit <br />individuals to vacate arrest or prosecution records for non- <br />violent offenses as a result of being trafficked. Additional <br />consideration will also be provided to agencies from rural <br />areas, agencies that did not received a COPS Office hiring <br />award in FY20, agencies in counties with persistent poverty, <br />and agencies that require evidence -based culture sensitivity <br />training for officers. <br />CHP recipients who use CHP funding to deploy School <br />Resource Officers (SROs) will also be required to submit a <br />memorandum of understanding (MOU) between the law <br />enforcement agency and the school partners. In addition, all <br />applicants who receive FY 2021 CHP funding for SROs will <br />be required to send each awarded SRO position to a region- <br />ally based training, sponsored and subsidized by the COPS <br />Office. Obtain a DUNS (Data Universal Numbering <br />System) number or confirm your existing DUNS number. <br />Step 2. Register with the SAM (System of Award Man- <br />agement) database or confirm or renew your existing <br />SAM registration. <br />Step 3. Confirm your entity's electronic business point of <br />contact (E -Biz POC) in SAM. <br />Step 4. Register with Grants.gov or confirm your exist- <br />ing registration. <br />Step 5. Submit the first part of your application in <br />Grants.gov. Deadline to complete this step is June 15, 2021, <br />at 7:59 p.m. <br />Step 6. Onboard your agency to the JustGrants Justice <br />Grants System. <br />Step 7.
