CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2021 - 34 <br />By: Mayor Kennedy <br />A RESOL UTION A UTHORIZING THE MA YOR TO ENTER INTO A <br />"SOFTWARE AS A SERVICE (SaaS)" AGREEMENT WITH TYLER <br />TECHNOLOGIES TO PROVIDE CLOUD -BASED HOSTING AND <br />RELATED COMPUTER SERVICES, AND DECLARING AN EMERGENCY, <br />AS AMENDED. <br />WHEREAS, the City of North Olmsted began using Munis in the year 2005 after hiring a <br />Council -approved consultant to handle the RFP process. There was a very extensive RFP process <br />and companies presented their software to the directors, division heads and clerical staff on-site. <br />The City staff representatives overwhelmingly chose Munis; and <br />WHEREAS, in 2012 Council approved the purchase of an additional Munis server, new <br />modules, a document management system and server to provide greater capabilities and <br />efficiencies; and <br />WHEREAS, our current servers and connectivity systems are outdated and unable to <br />accept the parameters for the current Munis upgrade. The upgrade significantly increases the <br />functionality of our software, as well as, providing better functionality on various devices, such <br />as mobile devices, among other improvements; and <br />WHEREAS, SaaS provides multiple layers of security to protect our data, and a specific <br />disaster recovery program for our critical needs; and <br />WHEREAS, SaaS provides savings in technological infrastructure - no need to procure <br />servers every 5 years, no need to pay annual maintenance or upgrade fees - with the added benefit <br />of removing this expense from our capital budget; and <br />WHEREAS, SaaS essentially eliminates IT's workload in Munis operations which will <br />allow them to be freed up to focus on other strategic city initiatives; and <br />WHEREAS, Tyler -hosting services will provide technological continuity and a large, <br />knowledgeable support staff dedicated to monitoring the system .24/7. The company's <br />professionals provide timely implementation of any system changes for the best software and <br />hardware performance; and <br />WHEREAS, SaaS cloud -based technology means there is access to all modules from any <br />location. It is a viable solution for our workforce when needed to work remotely which translates <br />to greater effectiveness for our citizens. <br />
