Council Minutes of 6-1-2021 <br />dogs are no longer here. but that she wouldn't want to put that harm in another <br />community. <br />Director of Finance Copfer: <br />• The RITA municipal income tax receipts are running five percent greater than the <br />prior year through April remittances and all three categories of: withholding, <br />individual and net profits. It's optimistic, but due dates for 2020 were pushed <br />back to July 15 so the City won't be able to compare the trend until August or <br />September. <br />• Ohio House Bill 157 and the pending litigation regarding the workplace <br />requirements the State put in place during the emergency could impact the <br />collection's retroactively to 2020. <br />• Assistant Finance Director Sperling and I presented at the Annual Tax Incentive <br />Review Council meeting virtually on May 19th. We requested and received <br />approval for compliance, timely reporting and continuation for the Aloft and <br />Vitalia Senior Living CRA's as well as for the Great Northern TIF. <br />• As discussed in the Finance committee, the Fire Station bond will be called at its <br />earliest optional redemption date of December 1, 2022. The last payment is <br />currently scheduled for December 31, 2025. While it will save about $54,000 in <br />future interest costs, it will also reduce property owners taxes by .4 mils for three <br />years. This was accomplished with refunding the debt when the City was able to. <br />It allowed North Olmsted to obtain a total lower cost of borrowing. <br />• The general purpose financial statements were filed today on the Auditor of State <br />system as required and the department is working on the Comprehensive Annual <br />Financial Report, which is expected to be completed along with the audit by June <br />30tH <br />Councilman Limpert Vice Chairman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, June 1, 2021 at 7:00 <br />p.m. Present were committee members Limpert and Schumann; Council members <br />Glassburn, Hemann and Kelly; Council President Jones; Mayor Kennedy, Director of <br />Law Gareau, Director of Planning & Community Development Lieber and guests. <br />• Discussed was CMS 21-18668 Tractor Supply Company located at 23300 Lorain <br />Road. The property is zoned B-1 Local Business District. Tractor Supply <br />Company proposed to takeover a portion of the retail space formerly occupied by <br />Levin Furniture. The space will be subdivided with 6,000 square feet remaining <br />for future tenants. Director Lieber discussed key factors of the plan and the <br />requirements requested by BZBA, as well as an outdoor display variance. The <br />committee voted 2-0 to recommend to Council. <br />Councilman Limpert moved to approve CMS 21-18668 Tractor Supply Company, <br />incorporating the changes proposed by the Planning & Design Commission. The motion <br />was seconded by Councilman Schumann and passed unanimously. <br />Roll Call: <br />3 <br />
