CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2021 - 21 <br />BY: Council President Dailey Jones <br />AN ORDINANCE CREATING NEW SECTION 109.09 ENTITLED <br />"ELECTRONIC MEETINGS" OF CHAPTER 109 OF THE CODIFIED <br />ORDINANCES OF THE CITY OF NORTH OLMSTED ENTITLED, <br />"PUBLIC MEETINGS" IN ORDER TO ESTABLISH PROCEDURES FOR <br />THE USE OF THE ELECTRONIC MEETING FORMAT FOR PUBLIC <br />MEETINGS OF MUNICIPAL BODIES, AS AMENDED. <br />WHEREAS, with a recommendation from the City of North Olmsted Charter Review <br />Commission, this Council via Ordinance 2020-91 submitted to the electors of the City of North <br />Olmsted a proposed charter amendment to the City of North Olmsted Charter to permit virtual or <br />electronic meetings within the City; and <br />WHEREAS, on November 3, 2020, the electors of the City of North Olmsted approved <br />Issue 22 with 82% of those voting casting an affirmative vote for the use of electronic meetings; <br />and <br />WHEREAS, the electronic meeting, or virtual meeting format for public meetings <br />presents unique issues not present for live, in-person meetings; and <br />WHEREAS, this Council desires to establish procedures for the use of electronic <br />meetings of public bodies in the City of North Olmsted. <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That there is established a new Section 109.09 entitled "Electronic <br />Meetings" of Chapter 109 of the codified ordinances of the City of North Olmsted entitled <br />"Public Meetings" which shall read in its entirety as follows: <br />109.09 Electronic Meetings <br />(1) As used in this section: <br />(a) "Electronic meeting" is a meeting or hearing of a municipal body by teleconference, <br />video conference, a combination of videoconference with audioconference or any <br />other similar electronic technology. <br />(b) "Videoconference" is a meeting of a municipal body conducted among participants <br />where at least two (2) members, inclusive of the meeting host, transmit and receive <br />both audio and video data via computer, smartphone, etc. <br />
