CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2021 - 50 <br />BY: Mayor Kennedy <br />AN ORDINANCE AUTHORIZING THE MAYOR TO MAKE A LIMITED <br />DURATION, INTERIM APPOINTMENT FROM THE CURRENT <br />STAFFING COMPLEMENT TO VACANCIES IN THE POSITION OF <br />DIRECTOR OF PUBLIC SAFETY AND DIRECTOR OF PUBLIC SERVICE, <br />AND DECLARING AN EMERGENCY, AS AMENDED. <br />WHEREAS, on May 4, 2010, the electors of the City of North Olmsted approved Issue <br />34 to amend the Charter of the City of North Olmsted, whereby all departments and divisions <br />there under, with the exception of the Department of Law and the Department of Finance, are to <br />be established by the Council via ordinance; and <br />WHEREAS, via Ord. 2010-66, this Council created a revised Chapter 139, Department <br />of Public Safety, and reestablished the Department of Safety and created the position of Director <br />of Public Safety; and <br />WHEREAS, via Ord. 2010-65, this Council created a revised Chapter 141, Department <br />of Public Service, and reestablished the Department of Service and created the position of <br />Director of Public Service; and <br />WHEREAS, the practice of Council authorizing the use of mayoral interim appointments <br />to fill vacancies in the director positions was the subject of legislation in Ord. 97-122. <br />WHEREAS, Ord. 97-122, later repealed by Ord. 2002-51, created a new chapter 133 of <br />the Administrative Code of the Codified Ordinances of the City of North Olmsted entitled <br />Interim Director Appointments,; and <br />WHEREAS, Chapter 133 Interim Directors were filled by the Mayor without consent or <br />concurrence of Council whenever a vacancy existed in the office of any Director for a period not <br />to exceed one (1) year; and <br />WHEREAS, there currently exists a vacancy in the positions of Director of Public Safety <br />and Director of Public Service; and <br />WHEREAS, given the press of business within the Departments of Public Safety and <br />Service, it is essential that an individual from within the current staffing complement be selected <br />to undertake the responsibilities of those positions; and <br />WHEREAS, this ordinance and the authority granted herein shall expire on December <br />31, 2021. <br />
