CITY OF NORTH OLMSTED ORDINANCE NO. 2021 - 50 BY: Mayor Kennedy AN ORDINANCE AUTHORIZING THE MAYOR TO MAKE A LIMITED DURATION, INTERIM APPOINTMENT FROM THE CURRENT STAFFING COMPLEMENT TO VACANCIES IN THE POSITION OF DIRECTOR OF PUBLIC SAFETY AND DIRECTOR OF PUBLIC SERVICE, AND DECLARING AN EMERGENCY, AS AMENDED. WHEREAS, on May 4, 2010, the electors of the City of North Olmsted approved Issue 34 to amend the Charter of the City of North Olmsted, whereby all departments and divisions there under, with the exception of the Department of Law and the Department of Finance, are to be established by the Council via ordinance; and WHEREAS, via Ord. 2010-66, this Council created a revised Chapter 139, Department of Public Safety, and reestablished the Department of Safety and created the position of Director of Public Safety; and WHEREAS, via Ord. 2010-65, this Council created a revised Chapter 141, Department of Public Service, and reestablished the Department of Service and created the position of Director of Public Service; and WHEREAS, the practice of Council authorizing the use of mayoral interim appointments to fill vacancies in the director positions was the subject of legislation in Ord. 97-122. WHEREAS, Ord. 97-122, later repealed by Ord. 2002-51, created a new chapter 133 of the Administrative Code of the Codified Ordinances of the City of North Olmsted entitled Interim Director Appointments,; and WHEREAS, Chapter 133 Interim Directors were filled by the Mayor without consent or concurrence of Council whenever a vacancy existed in the office of any Director for a period not to exceed one (1) year; and WHEREAS, there currently exists a vacancy in the positions of Director of Public Safety and Director of Public Service; and WHEREAS, given the press of business within the Departments of Public Safety and Service, it is essential that an individual from within the current staffing complement be selected to undertake the responsibilities of those positions; and WHEREAS, this ordinance and the authority granted herein shall expire on December 31, 2021.
