CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2021 - 54 <br />By: Mayor Kennedy <br />AN ORDINANCE AUTHORIZING THE DIRECTOR OF PLANNING & COMMUNITY <br />DEVELOPMENT TO SUBMIT A NOMINA TIONAPPLICA TION FOR WATER POLL UTION <br />CONTROL LOAN FUNDS THROUGH THE OHIO EPA'S DIVISION OF ENVIRONMENTAL <br />& FINANCIAL ASSISTANCE (DEFA) FOR DESIGN AND CONSTRUCTION OF THE <br />SOUTH INTERCEPTOR EQUALIZATION TANK PROJECT, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Water Pollution Control Loan Fund (WPCLF) provides financial and <br />technical assistance to public or private applicants for planning, design and construction of a wide <br />variety of projects to protect or improve the quality of Ohio's water resources; and <br />WHEREAS, the City of North Olmsted, in an effort to obtain such project financing, may be <br />eligible for new wastewater infrastructure construction and existing system upgrades, aquatic habitat <br />restoration, home sewage treatment system improvements and agriculture or forestry best <br />management practices to reduce and prevent water pollution, subject however to WPCLF <br />construction loan requirements; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning and <br />Community Development to apply for said project financing or loans by WPCLF subject however to <br />further consideration and approval by this Council should the City be qualified; and <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Director of Planning and Community Development be and she is <br />hereby authorized to apply for project financing or loans by Water Pollution Control Loan Fund <br />(WPCLF), subject however to further review and approval by Council upon application approval or <br />qualification by WPCLF. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the further <br />reason that it is necessary that this legislation go into effect immediately in order to meet the loan <br />application deadline of September 3, 2021; and further provided that it receives the affirmative vote <br />of two-thirds of all members of Council, it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor. <br />PASSED: /%,JS� 1 �, �i f First Reading: q�?' - / <br />Second Reading: j�5-tir` <br />Third Reading: ,5;, s f'pC. d <br />Committee. <br />
