Special Council Minutes of 7-9-2021 <br />Kelly asked about problems with waterways and culverts in the city, including <br />ones in Ward 2. Mr. Limpert responded he addressed those issues in the past. <br />Councilman Brossard asked Mayor Kennedy about the eight applicant candidates <br />and if they were interviewed. Mayor Kennedy said at least half were interviewed <br />in person and took place were around the time he interviewed Jack Grasso. <br />Council President Jones asked when the Director position was posted. Director <br />Gallo indicated it was January 2021. Council President Jones said the applicants <br />would have been interviewed in January or February. Councilwoman Williamson <br />noted Mr. Grasso was nominated before the posting. Councilwoman Hemann <br />asked Mr. Limpert about getting up to speed on changes in the last 12 years. Mr. <br />Limpert said he can handle it and would ask the employees for feedback. <br />Councilman Kelly asked about Mr. Limpert's sponsorship of the first residential <br />property code. Mr. Limpert stated he believed it was important to have a code and <br />enforce it. Councilman Glassburn asked if Mr. Limpert would change the code. <br />Mr. Limpert responded it was no longer under service so he would yield to <br />Director Gallo. Councilman Kelly asked if Councilman Duane H. Limpert would <br />have conflicts with being the Chair of Streets & Transportation since the Director <br />of Safety & Service would be involved. Assistant Director O'Malley responded <br />no. Councilman Glassburn asked if Mr. Limpert would represent himself before <br />Council. Mr. Limpert said it would be a mix of himself and others. Councilman <br />Glassburn asked if Safety and Service were each individually full-time jobs, could <br />one person do it. Mr. Limpert yes and Council changed it. Councilwoman <br />Hemann and Assistant Director O'Malley both clarified the Charter is changed by <br />residents vote and some aspects of the Director positions by ordinance. <br />Councilman Glassburn stated after the Safety & Service position became vacant, <br />only a service director was nominated and since Mr. Limpert indicated he was <br />stronger in service how could he do both jobs. Mr. Limpert stated he is stronger in <br />service, but did well in both. Councilwoman Williamson asked what <br />accomplishments Mr. Limpert had as Safety Director. Mr. Limpert said he <br />worked on safe staffing. Councilwoman Williamson asked if there was anything <br />further. Mr. Limpert responded it had been 15 years and was hard to remember. <br />Councilwoman Williamson stated Mr. Limpert had remembered his personnel <br />reviews from the same time. Mr. Limpert stated he looked at his old files, and his <br />experience as a council member and as a family member of firemen he knew what <br />to do. Councilwoman Williamson responded her daughter grew up in law <br />enforcement but it did not qualify her to serve. Mr. Limpert stated the original <br />resume provided was not meant for public review and he had experiences as the <br />Safety Director. Councilman Brossard asked about Mr. Limpert's experience with <br />bargaining units. Mr. Limpert replied he had experience as a Director, but noted <br />there should be professional help. Councilman Glassburn asked if Mr. Limpert <br />was suspended as Safety or Service Director. Mr. Limpert stated safety. <br />Councilman Glassburn asked if Mr. Limpert would act differently if a similar <br />situation occurred this time. Mr. Limpert stated earlier he needed a job, but now <br />he does not and will serve the city. Councilwoman Hemann thanked Mr. Limpert <br />for his expanded resume and asked if he had additional training in safety since. <br />Mr. Limpert stated he did not as he didn't expect to have needed it in the future. <br />Councilman Glassburn asked how Mr. Limpert managed wastewater previously. <br />Mr. Limpert indicated there were struggles with the EPA and the city was broke <br />3 <br />
