CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2021 - 65 <br />BY: Mayor Kennedy <br />A RESOLUTION DISPENSING WITH THE FORMAL RFP PROCESS <br />AND A UTHORIZING THE MA YOR TO ENTER INTO AN A GREEMENT <br />WITH PRADCO TO PROVIDE PRE-EMPLOYMENT TESTING AND <br />POLICE AND FIRE PROMOTIONAL TESTING SERVICES, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the City has utilized Pradco services for seven (7) years for pre-employment <br />testing services and for four (4) years for promotional assessments in police and fire; and <br />WHEREAS, Human Resources has been satisfied with the quality of the professional <br />services provided and believes that an extension of that relationship is warranted; and <br />WHEREAS, Section 112.10(b) of the Administrative Code provides, as an exception to <br />the RFP process, that the City may, upon approval of the Council, dispense with a formal RFP if <br />the services sought are of a continuing nature; and <br />WHEREAS, it is the desire of this Council, based upon the recommendation of the <br />Director of Human Resources, to authorize the Mayor to enter into an agreement with Pradco to <br />continue to provide such administrative services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be, on behalf of the City of North Olmsted, and he is <br />hereby authorized to enter into an Agreement with Pradco to provide pre-employment testing <br />services and promotional assessments in police and fire. Said Agreement shall be in the form and <br />substance as on file in the Department of Human Resources, with such changes in form and <br />substance that are not substantially adverse to the City and which are approved by the Director of <br />Law. The character of the agreement as not being substantially adverse to the City shall be <br />evidenced conclusively by the execution of the agreement by the Mayor and the approval of the <br />contract by the Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the <br />further reason that it is necessary to have in place an agreement to maintain vital pre- <br />employment testing and promotional services; and further provided that it receives the <br />affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />PASSED: /VOVC- 104f - <br />04r First Reading: 10✓�C)- Zf <br />Second Reading: '21 <br />Third Reading: 1-Z <br />Committee: QVbI,, x � F< 14 4 kV, r� <br />
