CITY OF NORTH OLMSTED ORDINANCE NO. 2021 - 51 By: Mayor Kennedy AN ORDINANCE AUTHORIZING THE MAYOR TO PURCHASE ONE AMBULANCE RESCUE SQUAD FOR THE NORTH OLMSTED FIRE DEPARTMENT THROUGH THE STATE PURCHASE PROGRAM FROM HORTON EMERGENCY VEHICLES FOR A PRICE OF $353,431.00 AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE ALL CONTRACT DOCUMENTS, AND DECLARING AN EMERGENCY. WHEREAS, the Fire Chief has recommended that the City of North Olmsted replace one ambulance rescue squad deployed by its Fire Department due to its age and mileage; and WHEREAS, the replacement will protect the health, safety and general welfare of North Olmsted residents and other citizens by supplying the Fire Department with the latest equipment to insure the continued safety of citizens and fire fighters during emergency medical responses; and WHEREAS, Council has, by separate legislation, addressed the costs and appropriations for this purchase, which is exempt from public bidding through the State Purchasing Program; and WHEREAS, the anticipated cost of the ambulance is $353,431.00; and WHEREAS, it is the desire of this Council to authorize the Mayor to purchase the ambulance rescue squad through the State Purchase Program from Horton Emergency Vehicles as a permitted exception to the competitive bidding procedure, and to further authorize the Mayor to execute all necessary contract documents. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized to purchase through the State Purchasing Program, which was established by O.R.C. Section 125.04 and which the City is authorized to participate in pursuant to Charter, one (1) new ambulance rescue squad fire apparatus as detailed in the specifications on file in the Fire Department from Horton Emergency Vehicles at a cost of $353,431.00. SECTION 2: To effectuate such purchase through the State Purchasing Program, the Mayor is hereby authorized to execute any contract and/or other appropriate documents required by the authorized vendor or the State of Ohio, including such documents as set forth in Exhibit A.
