Exhibit A. <br />CHAPTER 139 <br />Department of Public Safety <br />139.01 Establishment. <br />139.02 Director of Public Safety. <br />139.03 Administrative Secretary to the Director of Public Safety. <br />139.04 Division of Police. <br />139.05 Division of Fire. <br />139.99 Composition and organization of the Department of Public Safety. <br />139.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the <br />Department of Public Safety. The staffing of the Department of Public Safety is hereby <br />established and is reflected in the organizational chart for the Department of Public Safety <br />contained in Section 139.99, which is incorporated herein as if fully rewritten. <br />139.02 DIRECTOR OF PUBLIC SAFETY. <br />The Department of Public Safety shall be headed by the Director of Public Safety. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full-time <br />employee appointed by the Mayor, which appointment and term shall be governed by Charter <br />Art. III, §5(a). The Director of Public Safety may also serve as the Director of Public Service, if <br />so appointed by the Mayor. The Mayor may remove the Director with the concurrence of two- <br />thirds (2/3) of the members of Council eligible to vote. <br />(b) Duties. The Director of Public Safety shall have charge of the Department of Public Safety. <br />He shall make all the necessary rules and regulations for the governance of the Department and <br />the divisions thereof. He shall be charged with the duty of enforcing all police, fire, safety, health <br />and sanitary regulations that may be prescribed by ordinances of the City or, when applicable, <br />the general laws of Ohio. The Director of Public Safety shall be the head of the Division of Fire <br />and the Division of Police. <br />139.03 ADMINISTRATIVE SECRETARY TO THE DIRECTOR OF PUBLIC SAFETY. <br />There is hereby created the position of Administrative Secretary to the Director of Public Safety, <br />which shall be appointed by and be answerable to the Director of Public Safety. The <br />Administrative Secretary shall be the secretary to the Director, and shall provide clerical and <br />secretarial services to the Director. The Administrative Secretary shall also provide such other <br />services and perform such other duties consistent with the position as may be required by the <br />Director. <br />
