There is hereby created the position of Administrative Secretary to the Director of Human <br />Resources, which shall be appointed by and be answerable to the Director of Human <br />Resources. The Administrative Secretary shall be the secretary to the Director, and shall provide <br />clerical and secretarial services to the Director. The Administrative Secretary's duties shall also <br />include providing secretarial services to the Civil Service Commission, if, with the consent of the <br />Director, the Civil Service Commission appoints the secretary to serve as Secretary to the Civil <br />Service Commission. The Administrative Secretary shall also provide such other services and <br />perform such other duties consistent with the position as may be required by the Director. <br />167.04 EMPLOYMENT SPECIALIST <br />There is created within the Department of Human Resources, the position of Employment <br />Specialist. The Employment Specialist shall provide professional assistance to the Director in <br />administering the following Department programs: risk management, employee health care and <br />benefits, workers' compensation, drug and alcohol testing and Family and Medical Leave Act <br />("FMLA"). The Employment Specialist shall perform such other duties as required and directed <br />by the Director of Human Resources and additionally as set forth in the job description on file <br />within the Office of Director of Human Resources. <br />167.05 PETTY CASH FUND. <br />There is hereby created a petty cash fund within the Department of Human Resources with a <br />maximum amount of one hundred dollars ($100.00), and the expenditures out of that fund shall <br />be properly receipted. The Director of Human Resources or his or her designee shall supply <br />receipts to the Director of Finance, who in turn, will replenish the amount depleted from the <br />petty cash fund, upon being satisfied that the receipts are in proper order. The expenditures out <br />of the fund will be for sustaining emergency indigent clients and for no other purpose. <br />167.99 COMPOSITION AND ORGANIZATION OF THE DEPARTMENT OF HUMAN <br />RESOURCES. <br />The positions set forth herein shall constitute the staff and organization of the Department of <br />Human Resources, together with all divisions thereunder.
