Exhibit B. <br />CHAPTER 179 <br />Department of Economic and Community Development <br />179.01 Establishment. <br />179.02 Director of Economic and Community Development. <br />179.03 Administrative Secretary. <br />179.04 Planner. <br />179.05 Division of Engineering. <br />179.99 Organization of the Department of Economic and Community Development. <br />179.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the <br />Department of Economic and Community Development. The staffing of the Department of <br />Economic and Community Development is hereby established and is reflected in the <br />organizational chart for the Department of Economic and Community Development contained in <br />Section 179.99(a), which is incorporated herein as if fully rewritten. The Mayor shall establish <br />the compensation of all employees of the Department within the salary ranges established by <br />City Council, to the extent that such compensation is not otherwise established by contract, or <br />federal, state or local law. <br />179.02 DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOPMENT. <br />The Department of Economic and Community Development shall be headed by the Director of <br />Economic and Community Development who shall be responsible for the administration and <br />implementation of plans and programs for the comprehensive and orderly development of the <br />City. The Director shall be responsible for the development, maintenance, periodic update and <br />administration of the City's Master Plan and Planning and Zoning Code. The Director shall <br />provide guidance to the Mayor, Council, boards and commissions regarding public and private <br />development within the City. <br />(a) Appointment, Term Removal The Director shall be a full time employee appointed by the <br />Mayor, which appointment and term shall be governed by Charter Art. II1, §5(a). The Mayor <br />may remove the Director with the concurrence of two-thirds (2/3) of the members of Council <br />eligible to vote. <br />(b) Duties. <br />The Director of the Department of Economic and Community Development shall be the head of <br />the Division of Engineering and shall have charge of all staff within the Department. The <br />Director shall develop policies to facilitate the orderly and comprehensive development and <br />redevelopment of the City. She or he shall also initiate programs, plans and strategies for the <br />retention, expansion and location of businesses, offices and industries in the City. The Director <br />of Economic and Community Development shall administer and implement economic <br />
