CITY OF NORTH OLMs"PRD <br />ORDINANCI,'NO. 2022 - 46 <br />By: Mavor.loncs <br />AN ORDINANCE ESTABLISHING A NEW "ONEOHIO OPIOID <br />SETTLEMENT FUND" AS A SPECIAL REVENUE FUND TO ACCOUNT <br />FOR THE RECEIPT AND EXPENDITURE OF REVENUES RECEIVED <br />FROM THE STA TE OF OHIO'S ONFOIHO OPIOID .SETTLEME,NT, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS. Ohio Revisal Code Section 5705.09(F) requires the City to establish a <br />special fund for each class of revenues derived Gem a source other than general property tax. <br />which the law requires to be used for a particular purpose: and <br />WHEREAS. The OneOhio Opioid Settlement bund will be a Special Revenue fund to <br />account lot the revenues received front the State of Ohio's OncOhio Opioid Settlement and will <br />properly account for expenditures specified in the OncOluo Memorandum of Understanding <br />(MOU): and <br />WHEREAS, the City of North Olmsted will be qualified to receive and should be <br />prepared to accept the transfer or disbursement of Funds for approved purposes which are <br />"evidence -based ibrward-looking strategies. programming and services" designed to address the <br />following: <br />(i) expanding the availability of treatment for individuals affected by substance use <br />disorders; <br />(ii) developing, promoting and providing evidence -based substance use prevention <br />strategies: <br />(iii) providing substance use avoidance and awareness education, <br />(iv) decreasing the oversupply of licit and illicit opioids, and <br />(v) supporting recovery for addiction services performed by qualitled and <br />appropriately licensed providers; and <br />WHEREAS, it the CAN seeks reimbursement for a prior expenditure that meets the <br />approved purposes, the( ily must hate Council authorization for each reimbursement; and <br />WHEREAS, it is the desire of the Mayor and Council to establish a 'OneOhio Opioid <br />Settlement Fund" as a special revenue fund in accordance with the law. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: l hat there is hereby estahlished a separate -OneOhio Opioid Settlement <br />Fund,` as a Special Revenue Fund, for the purpose of accounting for the receipt of funds that are <br />or may be allocated or disbursed to the City of North Olmsted. by virtue of the' OneOhio Opioid <br />
