CYI'Y OF NORTH OLMSTBD <br />RESOLUTION NO. 2022 -56 <br />By: Mayor .tones <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A TWO <br />(2) YEAR CONTRACT FOR THE PURCHASE, MONITORING SERVICE <br />AND INSTALLATION OF FIFTEEN (15) FLOCK FALCON CAMERAS <br />FROM FLOCK GROUP, INC., AND DECLARING AN EMERGENCY. <br />WHEREAS, Flock Satcty is a public salek operating system that captures objective <br />evidence. makes it actionable, and delivers it directly to the Division of Police to prevent and <br />sotvc criminal activity: and <br />WHEREAS, an implemented Plock Safety system is designed to provide a greater level <br />of safety and security to both neighborhood and business districts; and <br />WHEREAS, currenlh there are over sis hundred (600) Flock cameras in use in the <br />Greater C'Icvcland area: and <br />WHEREAS. Flock cameras have been instrumental in assisting local police departments <br />in solving crimes committed within their j m'isdicti ons: and <br />WHEREAS.. it is the recommendation of the Chief of police that the City of North <br />Olmsted proceed with the purchase. installation and monitoring service of fifteen (15) Plock <br />Falcon cameras for an initial thvo (2) year term at a year one cost of $42.750.00 and a year two <br />cost of $37.500.00, <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: 'Chat this Council determines that the immediate acquisition. installation <br />and implementation of the Falcon System is necessary to address a real and present emergency <br />concerning ongoing criminal activity in the City of North Olmsted and will immediately provide <br />for the health. safety and welfare of the residents of the City of North Olmsted, all as an <br />exception to public bidding under Charter Art. VIII. Section 6. <br />SECTION 2: This Council further determines that the Falcon system is an <br />interconnected system of cameras and monitoring services only available through Flock Group. <br />Inc. technology (sole source provider) and that no other provider is available to provide <br />monitoring services integrated with the Falcon system. <br />SECTION 3: The Mayor be and she is hereby authorized to enter into a Government <br />Agency Agreement with Plock Group. Inc. for the purchase of fifteen (]S) Falcon cameras for an <br />initial two (2) year term with a year one (1) cost of $42,750.00 and a year tvNo (2) cost of <br />
