CITY OF NORTH OLMSTED <br />RF.SOIA TION NO. 2022-58 <br />Br: MavorJones <br />A RESOLUTION AUTHORIZING TIIE MAYOR OR HER DESIGNEE TO <br />APPLY FOR A FEDERAL OFFICE FOR VICTIMS OF CRIME ("OVC ) <br />GRANT, IN PARTNERSHIP WITH THE COLLABORATIVE TO END <br />HUMAN TRAFFICKING, TO RECEIVE UP TO SEVEN HUNDRED AND <br />FIFTY THOUSAND DOLLARS (,8750,000.00) IN GRANT FUNDS TO <br />ASSIST THE DIVISION OF POLICE IN THE EFFORT TO COMBAT <br />HUMAN TRAFFICKING IN NORTH OLMSTED AND THE GREATER <br />CLEVELAND AREA, AND DECLARING AN EMF.RGENC Y. <br />WHEREAS, human trafficking is the exploitation of humans for profit, often categorized <br />by sex and labor trafficking: and <br />WHEREAS, human trafficking is a complex problem we face in our comntanities; and <br />WHEREAS, victims of this crime include children and adults, women and men, and U.S. <br />citizens as well as foreign born individuals: and <br />WHEREAS. according to the International Labor Organization, nearly 21 million people <br />are estimated to be trafficked globally, and <br />WHEREAS. the Collaborative to I:nd Iluman fratfickine leads the efforts ofGreater <br />C levcland's Coordinated Response to Lnd Human l rafficking; and <br />WHEREAS. Northeast Ohio's 70— member anti-human tralficking coalition is made up <br />of government agencies. nonprofit organizations and businesses. "fhe main purpose of the group <br />is to: <br />• Ucvelop and sustain a coordinated and consistent response to human trafficking in our <br />community: and <br />• ]fatness the collective power of the nmltidisciplinary membership to substar lly <br />improve the capacity of our community to impact the problem: and <br />WHEREAS, the purpose of the Ifnhanced Collaboiato, Model Task Force to Combat <br />I lmnan Trafficking grant program through the Federal Office of Victims of Crime. is to develop, <br />expand, or strengthen a multidisciplinap approach to light human tratficking, imrolving, among <br />others, victims, social service providers and law enforcement and prosecution personnel and <br />WHEREAS, this program expects a co -leadership model approach, with shared decision <br />making by both the lead law enlbrcement and the lead victim service provider applicants: and <br />WHEREAS, if awarded. North Olmsted will be the law enforcement partner under a <br />three-year cooperative agreement with up to 47.50.000,.00 in total funding: and <br />
