CI I'Y OF NORTH OLMSTED RESOLUTION NO. 2022 - 19 11y: Manor Nicole Dailey (ones A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MEMORANDUM OF VVI)ERSTANDING WITH THE NORTH OLMSTED CITY.SCHOOL DISTRICT TO ESTABLISH POLICIESAND PROCEDURES GOVERNING THE SCHOOL RESOURCE OFFICER (S.R.O.) PROGRAM, AND DECLARING AN EMERGENCY, AS AMENDED WHEREAS. the North Olmsted Division of police has. for many years, provided a lull time police officer to be assigned to the North Olmsted City School District during the school vear to perform duties as a School Resource Off icer (S.R.O.): and WHEREAS, the Cit% of North Olmsted )"( itN-) and the North Olmsted Cih School District recently worked to expand the S.R.O. program to include tmo (2) police officers as S.RO.s. with one (1) continuing, to scree al the high School and the otter. part-time S.R.O.. servine at the Middle School: and WHEREAS. the Ohio Revised Code requires. among other things, a formal Memorandum of Understandine (M.O.U.) hetwcen the School District and the I,aw Lnforcement AgencN where the peace officer is employed, which M.O.1 . must govern various aspects of the S.R.O. program: and WHEREAS, it is the desire of this (oanell to authorize the Mawr to enter into an Agreement with the School District and to enter in an M.O.U. concerning the policies and procedures gmerning the S.R.O. program. NOW, THEREFORE, BE IT RESOLVED BY TIIE COUNCIL OF THE CITY 01, NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION l: pursuant to K.C. §331 3.95 1. the Mayor be and she is hereby authorized to enter into an Agreement with the North Olmsted ( itv School District. by and through its Board of Education, to establish policies and procedures for the operation of the School Resource Officer program. Said Agreement shall be suhstantially in the lunn marked as Lxhibil' A'* and attached hereto, with onlN such changes therein as are not substantially adverse to the Cil) and which arc approved by the Director of Law. 'I he Mayor is further authorized to enter into f uturc Agreements or M.O.U.s with the North Olmsted City School District for the S.R.O. program. provided that said future contracts are substantialh similar to the contract attached hereto. SECTION 2: That this Revolution is hereby declared to be an emergency measure immediateh necessarN for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this Ieeislation go into effect imnnediatch, to incorporate and establish policies and procedures for the S.R.O. program; and further provided that it
