T he program is des i fined to fu l fi l l three overaI l roles <br />1) haw Enforcement <br />2) Fostering Positive School Cl fill atc/Cnine Prevention <br />1) I-ducatinn <br />Law Enforcement Role - SRO's are responsible for the majoin(v of law enforcement activities occurring at <br />the school during school howl but not general school discipline. A determination of whether an activity raises <br />tothe level of a law enforcement activity shall be inade in consultation with a school administrator. Parents. <br />students. teachers and other school personnel may bring complaints about student misbehavior to the school <br />principal and/or designee. or the SRO. I he SRO shall be rosponsible for nolilying the appropriate mcriber of <br />District Administration ofany reported complaints. <br />While the enforcement is the role of the SROs, alternatives Ri arrest should be used whenever possihle, and <br />arrest ofstudents should be it measure of last resort 'hhe Si discretion to act remains the same as that of <br />anv other police officer/sheriffs' deputy. <br />Fostering Positive School Climate/Crime Prevention - One of the primary roles SROs fulfill is lislering a <br />positive school climate through relationship -building and crime prevention. Officers will engage in various <br />activities. in consullati on with school administration, teachers, and students, and should strive to build a <br />school cuhure of open communication and trust between and among students and adults by focusing on officers <br />getting to know students at the school, serving as a role model. and working with teachers and administrators <br />to identity students who play be facing challenges and need additional resources or attention to be successful in <br />school. Crime prevention activities include foot patrols, monitoring previous crime locations. speaking to <br />teachers about reducing the opportunity for crines to occur, analyzing possible crime peucnu, invc,ligming <br />crimes, and patrolling the parking lots. Officers nosy also complete security surveys analyzing the physical <br />safety of school property and faci l i l i es. <br />Education- SROs should participate in the School community by becoming a member of the educational team <br />e he re appropriate. and by reprcvenl ing the law enforcement community to build positive relationships with youth, <br />their families. and school staff. <br />IV. Oreanization Structure <br />A. Composition <br />the SRO Program will consist of full-time/part-line Police Departnsnt personnel that are certified Peace <br />Officers fur the Slate of Ohio and nice( all requiiensnts as set forth by the North Olmsted School District and <br />North Olmsted Police: Department Rules and Regulations. <br />B. Officer Recruitment & Selection <br />School officials and the police dcparbnent office shall agree on guidelines lot the selection ofof iters to <br />serve as Si The ultimate selection process and appointment of the SRO is completed by the law <br />enforcement agency. However, should the District have concerns about the Currently appoimed SRO, the <br />District will communicate those concerns to the department. and may request that a new SRO be assigned it <br />another, properly trained individual is available Ibr such reassignment. <br />SRO's should meet three genual criteria'. <br />1) College or degree coursework - SROs are in an educational aunosphere and will be <br />instructing in elementary/middle/high school classes.
