CITY OF NORTII OLMSTED <br />RESOLUTION NO. 2022-63 <br />RV: Mayor.loncs <br />A RESOLUTION DISPENSING WITH THE NFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT <br />WITH CHN HOUSING PARTNERS FOR THE PURPOSE OF <br />ADMINISTERING .ARPA FUNDLVG FOR HOME REPAIRS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS. the Unitcd States Department ul treasury ('Ineasup-") launched the Coronavirus <br />State and Local Discal Recovery Fund (-Rccoven Fund')- which was established by the American <br />Rescue Plan Act of 2021 ("ARPA"), to provide $350 billion in emergency funding for eligible state. <br />local, territorial, and I ribal governments, and. <br />WHEREAS, the lrcasmc determined the City is an eligible local _overmnnu that will be <br />receiving approximately three million two hundred cighn-three thousand and Iwu dollars ($3.283.002) <br />in Recovcry Funds (tom the United Stales (iuccrnment in two equal (ranches. beginning in May 2021 <br />and the balance delivered approsimalely l2 months later: and <br />WHEREAS. pursuant to the Final Rule. the Cite can use its allocated Recover,, Funds for any <br />one or more of the IDllowine authorised uses: (1) to respond to the public health emergency created by <br />the COVID-19 pandemic ("pandemic") or the pandemic's negative economic impacts: (2) to provide <br />premium pay to eligible workers performing essential work during the public health emergency: (3) to <br />provide government services to the extent of the reduction in revcnuc due to the public health <br />emergency; and (4) to make necessary investments in water, sewer, or broadband infrastructure; and. <br />WHEREAS within the eligible use categories outlined above. the Final Rule provides the City <br />with the flexibility to determine how best to rue payments from the Recovery funds to meet the needs of <br />the City's communities and population: and, <br />WHEREAS, pursuant to the 'frcasury's final rule. impacted households, determined as those <br />households with incomes at or below 300% of the I ederal Poverly Guidelines based upon household <br />sire are presumed to have been negatively impacted by the COVID-19 pandemic: arid, <br />WHEREAS. the City wishes to contract with the Sub -Recipient because of the specialized <br />expertise in administering home repair and home rehab programs: and, <br />WHEREAS, the City wishes to award the sub -recipient funding in the amount of $450.000 to <br />seed the I Tome Repair Revolving Loan Fund: and <br />WHEREAS CIIN (lousing Partners (CIIN) is uniquely qualified to provide the requiird <br />administration and accounting of distribution of American Rescue Plan Act (ARPA) funding for home <br />repair programs: and <br />
