CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2022 - 76 <br />By: Mayor Jones. Council President Brossard and Councilmemhers Limpert. Scar[, Glasshu n. <br />Gilchrist. Williamson. Ilemann and Kelb. <br />AN ORDINANCE REPEALING RESOLUTION NO. 2022-55, AND <br />DECLARING AN EMERGENCY: <br />WHEREAS, the City of North Olmsted prescnlly operates its own dispatch center within <br />the North Olmsted Division of Police: and <br />WHEREAS. the North Olmsted dispatch complement consists of both Bill time and part <br />lune dispatchers dispatching police and lire calls: and <br />WHEREAS, the curent policy of the State of Ohio has been to encourage communities. <br />through control of operational finding disbursements, into consolidation of dispatch centers that <br />operate on a regional basis with multiple partners: and <br />WHEREAS. the City of North Olmsted has undertaken a review and anahvsis of its <br />current operations to determine the best course of action for the future of police and fire <br />dispatching services lot the residents of the City of North Olmsted: and <br />WHEREAS, the analcsis of operations undertaken by file Administration included, <br />among other things. a review of current operational expenses: investigation of anticipated future <br />mandatory, infrastructure upgrade costs; identification of current hardware. sotlware and <br />technology limitations: and a compatibility review of communication devices with neighboring <br />police and fire service providers: and <br />WHEREAS, as pail of its anahsis. the City of North Olmsted noted response times to <br />calls for service and compared them to potential dispatch partners: and <br />WHEREAS, as potential painters, the Administration risited Chagrin Valley Dispatch, <br />Westrnm Dispatch. and Southwest Dispatch and received data concerning their operations, <br />management, inGastructm-c and costs: and <br />WHEREAS. abet careful review and anahsis, the Administration determined that due to <br />the changes in funding from the State of Ohio directed toward establishment of a regional based <br />dispatch strategy. the expected long-term need I,or int astructure equipment it resunents, and <br />anticipated expenses associated with continuation of the current dispatch center what compared <br />to a third party partner, the City should enter into ajoint dispatch agreement with Chagrin Valley <br />Dispatch to provide future police and fire dispatch services: and <br />
