MINUTES OF THE PUBLIC HEARING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED MAY 24, 2022 Present. Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, Kelly, Limpert, Scarl and Williamson Also Present: Mayor Jones, Director of Finance Copfer, Director of Law Gareau, Director of Economic and Community Development Upton, Director of Safety Scofield, Director of Human Resources Kidd, Special Assistant to the Mayor and Clerk of Council Taylor President Brossard called the meeting to order at 7:04 p.m. through GoTOMeeting. ISSUE: Ordinance 2022-26. An Ordinance creating new Section 1139.13 entitled "Phased Development' of Chapter 1139 of the Planning and Zoning Code of the Codified Ordinances of the City of North Olmsted entitled "Business Districts" for the purpose of authorizing phased development plans in North Olmsted Business Districts. President Brossard reminded Council this was a Public Hearing and the goal is to hear concerns and issues from the audience. Council may ask follow-up questions to any audience comments, but Council will have a Building, Zoning & Development meeting on this same topic this evening. At that point, Council may ask any further questions. Director Upton was asked to provide a brief summary. Director Upton stated under current law, if a business plans for large scale development, there is currently no mechanism in which to give them approval for phased development. There is significant risk the business must assume to go through approval for each phase of their business plan.
