MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 11. 2022 <br />Present Council President Brossard. Council Members Gilchrist, Glassburn, Hemann, <br />Kelly, Limpert., Scarl and Williamson. <br />Also Present Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance <br />Copfer, Economic Director, Safety Director, Service Director, Clerk of Council <br />and guests. <br />Council President Brossard called the special meeting to order at 6:00 p.m. virtually via <br />GoTOMeeting. <br />COMMUNICATIONS <br />None <br />AUDIENCE PARTICIPATION <br />None <br />LEGISLATION <br />Ordinance 2022-62 introduced by Mayor Jones was given its third reading. An Ordinance <br />authorizing the Mayor to negotiate and enter into an agreement with the North Olmsted Board of <br />Education to purchase School District -owned real property commonly known as Forest <br />Elementary School and Spruce Elementary School in consideration of Four Million Dollars. <br />Councilman Limpert moved for adoption. The motion was seconded by Councilwoman <br />Williamson and passed 6-0. <br />Roll Call <br />Yes: Limpert, Williamson, Scarl, Gilchrist. Hemann, Kelly. <br />No None <br />Abstain. Glassburn <br />Motion carried. Ordinance 2022-62 adopted 6-0. <br />Councilman Glassburn voted yes with comment as he wanted to thank the Administration and <br />the School Board for collaborating and finding a way that these properties could still be <br />leveraged with benefit to the community, with some control and say from the Administration, <br />Council, and the residents with regard to how these properties will be used. Initially he had <br />concerns regarding the cost of Four Million Dollars, but the Administration was able to provide a <br />business case of where they thought the City's ownership would provide value. Councilman <br />Limpert noted he is looking forward to continue working with the Administration to ensure that <br />whatever plans are laid forward. can be done effectively and productively to achieve that value. <br />Councilman Kelly voted yes with comment as he has reservations about the Four Million Dollar <br />price tag and the explanationnoting he still does not know how those numbers add up. <br />However. he stated he was in favor of the flood abatement in the Park Ridge area with Spruce <br />School, and potentially making some money on the other school. <br />
